Կդադարեցվի՞ արդյոք Լեռնային Ղարաբաղում ականազերծման ծրագիրը. ԱՄՆ վարչակազմը նման որոշում է կայացրել
INTERNATIONAL NEWSԱՄՆ վարչակազմը ցանկանում է կրճատել ամերիկյան արտաքին օժանդակության ծավալները: Կոնգրեսը շուտով պետք է անդրադառնա այս հարցին: ԱՄՆ միջազգային զարգացման գործակալության (USAID) Եվրոպայի եւ Եվրասիայի հարցերով փոխտնօրեն Բրոք Բիրմանը հայտնում է ՝ այս ուղղությամբ դեռեւս չկա վերջնական որոշում, հաղորևդում է «Ամերիկայի ձայնը»:
Կրճատումը կարող է ազդել նաեւ Հայաստանին տրամադրվող օգնության վրա: Ամերիկացի բարձրաստիճան պաշտոնյան ընդգծում է, որ Միացյալ Նահագները կարեւորում է Հայաստանի հետ գործընկերային հարաբերությունները: 2015 թվականից ի վեր Հայաստանին տրամադրվող օժանդակությունը ավելի քան կրկնապատկվել է:
«Մենք գիտակցում ենք Հայաստանի հետ մեր գործընկերային հարաբերությունների կարեւորությունը եւ հաջողությամբ կշարունակենք դրանք ՝ աջակցելով Հայաստանի առաջնահերթություններին»,- նշում է Բիրմանը:
Վերջերս ԱՄՆ վարչակազմը, սակայն, ազդարարել է Լեռնային Ղարաբաղի ականազերծման ծրագրի ֆինանսավորման դադարեցման մասին: Բրոք Բիրմանը գոհ է շուրջ 18 տարի տեւած ծրագրի արդյունքներից՝ ընդգծելով, որ վերջին զեկույցների համաձայն ականազերծումը իրականացվել է 97,9 տոկոսով:
Վերլուծաբան Էմիլ Սանամյանի կարծիքով այս ծրագրի դադարեցման հիմքերը ինչպես տեխնիկական են, այնպես էլ՝ քաղաքական, ըստ որի հայկական կողմը ձգտում է պահպանել ամերիկյան օգնության ծրագիրը Լեռնային Ղարաբաղում, իսկ ադրբեջանական կողմը քարոզում դրա լիովին դադարեցման օգտին: Վերլուծաբանը չի բացառել նաեւ, որ որոշմանը նպաստել է հայկական խաղաղապահների առաքելությունը Սիրիայում: Նա կոչ է անում հայկական կողմին հստակ դիրքորշում ձեւավորել ամերիկյան օգնության հարցում Հայաստանի կարիքների վերաբերյալ:
«Ականազերծման այս խնդիրը շատ կարեւոր է, սակայն այն պետք է դրվի Հայաստանին եւ Լեռնային Ղարաբաղին ԱՄՆ-ի օգնության ավելի լայն կոնտեքստում»,- նշում է Սանամյանը:
Ամերիկահայ կառույցներն ու ականազերծման ծրագիր իրականացնող բրիտանական HALO Trust կազմակերպությունը կոչ են անում վարչակազմին շարունակել այս ծրագրի ֆինանսավորումը՝ վկայակոչելով ԱՄՆ 89 կոնգրեսականների ու 22 սենատորների ստորագրությամբ նամակն ԱՄՆ միջազգային զարգացման գործակալության տնօրենին ծրագրի դադարեցման որոշման վերանայման կոչով:
«Օգնությունը Արցախին պետք է հանդիսանա հայ-ամեեւիկյան երկխոսության օրակարգի կարեւոր մաս»,- նշում է Հայ Դատ հանձնածմբի ներկայացուցիչը:
«Անցած տարիների ընթացքում Halo Trust- ը շատ օգտակար գործունեություն ծավալեց ականազերծման հարցում: Անհրաժեշտ է հավելյալ ժամանակ այն ավարտելու համար»,- նշել է Ամերիկայի հայկական համագումարի ներկայացուցիչը:
Իր հերթին HALO Trust-ը եւս հույս է հայտնել, որ ԱՄՆ վարչակազմը կվերանայի իր որոշումը: Կազմակերպությունը տեղեկացնում է, որ նախաձեռնել է Լեռնային Ղարաբաղի ականազերծման կարիքների մասին հետազոտություն, որը կբացահայտի ծրագիրն ավարտին հասցնելու անհրաժեշտ միջոցներն ու ժամկետները:
