Սալվինիի հայտարարության դրդապատճառը խորհրդարանում Իտալիայի հյուսիսային Թուրին և Ֆրանսիայի Լիոն քաղաքների միջև արագընթաց երկաթուղային գծի կառուցման հարցով քվեարկությունն էր, որի ժամանակ խորհրդարանը մերժել էր «Հինգ աստղ շարժում» կուսակցության կողմից խոշոր ենթակառուցվածքային ծրագրիրը արգելափակելու վերաբերյալ օրենքի նախագիծը:
