ECONOMICSՏնտեսական զարգացում Հայաստանում չկա: Այս մասին Facebook-ի իր էջում գրել է տնտեսագետ Կարեն Ադոնցը:
Նա, ամսնավորապես, գրել է.
«ԿԱՐՃ, ԵՐԿՈՒ ԿԱՐԵՎՈՐ ՀԱՐՑԻ ԱՆԴՐԱԴԱՌՆԱՄ։
ՀԻՄԱ՝
1) Տնտեսական զարգացում կա՞, թէ չկա։
Ոչ չկա։ Տնտեսական աճի, որն արձանագրվում է այսօր, մի որոշ մասը ստվերից դուրս բերված ՀՆԱ է, մյուս մասը՝ ՀՆԱ-ի բնական վերաբաշխմամբ առաջացած աճ։ Պատկերավոր ասած (վիճակագրական ճշգրիտ թվաբանությունը մի կողմ)՝ դուք ստեղծում եք մոտ 12 մլրդ դոլար նոր արժեք, այսինքն ՀՆԱ (աշխատավարձեր+շահույթ), որից, ասենք՝ 4-ը բյուջե, մոտ 5-ը մասնավոր հատվածում աշխատավարձներ, 3-ը մաքուր շահույթ։ Այս 3 մլրդ դոլար մաքուր շահույթը բաշխվում է հետեւյալ կերպ՝ մոտ 1,5-ը դուրս է բերվում երկրից, 0,5-ը, որպես խնայողություն վերածվում վարկերի, 1 մլրդ-ը տարբեր բնույթի ներդրումների տեսքով մտնում է տնտեսություն՝ ոչ միայն գործունեության ընդլայնման, այլ նաեւ պարզ վերարտադրության ապահովման նպատակով։
Արտաքին էական ընդգրկուն ներդրումներ, առանց որոնց լուրջ զարգացում ակնկալել հնարավոր չէ, գրեթե չկան։ Հաջորդ տարվանից, երբ ստվերի բացահայտումները կպակասեն, այս եղանակով տնտեսական բարձր աճ արձանագրելը զգալիորեն կդժվարանա։
2) Առկա տնտեսական աճը ներառակա՞ն է, թէ ոչ։
Ոչ։ Այն երբեք ներառական չի կարող լինել, քանի դեռ՝ տնտեսական ներուժի տիրապետման բեւեռացումը եւ մրցակցային հնարավորությունների ներկա անբարենպաստ հարաբերակցությունը շարունակում է խորանալ եւ երկրորդը՝ քանի դեռ մեր տնտեսության հիմնական մրցակցային առավելությունը մնում է ցածր աշխատավարձը (բոլորով բարձրակարգ ծրագրավորող չենք աշխատելու)։
Այս խնդիրներըը կարող են լուծվել երեք փոխշաղկապված ճանապարհներով միայն՝
Ա) Տնտեսության կառուցվածքի էական փոփոխմամբ՝ մեծ ծավալի ավելացված արժեք գեներացնող ճյուղերի զարգացմամբ, որոնք կմեծացնեն բարձր աշխատավարձով մասնագետների պահանջարկը։
Բ) Խոշոր բաժնետիրական շահութաբեր գործող ընկերությունների ձեւավորմամբ, որտեղ բնակչության զգալի մասը կլինի բաժնետեր եւ դիվիդենտներով կունենա աճող հավելյալ եկամուտներ։
Գ) Փոքր ձեռնարկատիրության էական ընդլայնմամբ։
Հ.Գ. Այս առումով, նշված ուղղություններով, ընդհանուր խոսակցություններից այն կողմ, էական, համակարգված քայլեր չեմ տեսնում։ Ուղղակի, խնդիրների ծավալներն ու բարդությունը գիտակցելով, կառավարման որակը տեսնելով՝ մեծ սպասելիքներ չունեմ»:
