Արդեն մի քանի օր է, ինչ Գեղարքունիքի մարզի տարբեր բնակիչներից բողոք եմ ստանում մարզից Երեւան իրականացվող ուղեւորափոխադրումների երթուղու փոփոխության վերաբերյալ: Այս մասին Facebook-ի իր էջում գրել է ԱԺ «Իմ քայլը» խմբակցության պատգամավոր Թագուհի Թովմասյանը, ով իր գրառումը վերնագրել է. «Գյուղից քաղաք հասնելը պրոբլեմ է դառնում»:

 

Նա, մասնավորապես, գրել է. «Ի՞նչն է խնդիրը։ Եթե նախկինում մարդիկ կարողանում էին հասնել Երեւանի կենտրոնական «Կիլիկիա» ավտոկայան, ապա Երեւանի քաղաքապետի հրահանգի արդյունքում այժմ կարողանում են հասնել միայն «Հյուսիսային» ավտոկայան, որտեղից ստիպված լրացուցիչ գումար են ծախսում՝ նվազագույնը 1000 դրամ՝ տաքսիով Երեւան հասնելու եւ իրենց առօրյա խնդիրները լուծելու համար։ Ստացվում է, որ Երեւան հասնելու ուղեվարձը քաղաքացու համար ամենաքիչը 1000 դրամով ավելանում է։ Ինչո՞ւ տաքսիով, որովհետեւ շատ դեպքերում մարդիկ մարզից գալիս են մեծ պայուսակներով, ծանր բեռներով եւ քաղաքային տրանսպորտից տեխնիկապես հնարավոր չի լինում օգտվել։

 

 

Միանգամայն գիտակցելով Երեւան քաղաքի գերբեռնվածության խնդիրն ու բեռնաթափման ուղղությամբ քայլերի ձեռնարկման անհրաժեշտությունը, միաժամանակ պետք է ընդգծել, որ դրանք չպետք է իրականացվեն այլոց իրավունքների հաշվին։

 

Հակառակ դեպքում ստեղծվում է իրավիճակ, որ մարդիկ գումար են վճարում Երեւան հասնելու համար, բայց չեն հասնում։

 

Բացի այդ, քաղաքապետի հրահանգը, որն, ի դեպ, բխում է «Ավտոմոբիլային տրանսպորտի մասին» ՀՀ օրենքի 10-րդ հոդվածի 2-րդ մասից, այն է՝ «Միջմարզային ավտոբուսային կանոնավոր փոխադրումների երթուղային ցանցը կազմակերպում է լիազոր մարմինը` համագործակցելով տարածքային կառավարման մարմինների հետ, Երեւան քաղաքի վարչական տարածքով անցնող երթուղիների ուղեգծերը համաձայնեցնելով Երեւանի քաղաքապետի հետ», մեկ այլ գլոբալ խնդիր էլ է առաջացնում․

 

Միջքաղաքային երթուղիների նկատմամբ գործադրվող այսպիսի ճնշումն աստիճանաբար հանգեցնելու է վերջիններիս գործունեության դադարեցման, ինչպես օրինակ տեղի ունեցավ մի քանի մարզերի բնակավայրերի երթուղիների հետ, երբ երթուղիներին փոխարինեցին անօրեն դաշտում «թաքուն» աշխատող տաքսիները։

 

Կարծում եմ՝ նպատակահարմար է որոշում կայացնելուց առաջ հաշվի առնել, թե քանի քաղաքացու իրավունք է ոտնահարվում, եւ ինչ հարց է լուծվում դրա դիմաց։ Օրինակ Վարդենիս-Երեւան ուղեւորափոխադրումներն իրականացնում են 12 մեքենաներ, որոնցից հազիվ թե 10-ը աշխատեն օրվա մեջ։ Արդյո՞ք 10 մեքենայի արգելքով բեռնաթափվելու են մայրաքաղաքի փողոցները։

 

Այսպիսով, եթե Երեւանի քաղաքապետի այս հրահանգն անկասելի է, ապա մարդկանց այս կերպ ոտնահարված իրավունքների վերականգնումը Երեւանի քաղաքապետարանի համար անհրաժեշտություն է դառնում՝ ապահովելու «Հյուսիսային» ավտոկայանից դեպի Երեւան բնակիչների անվճար տեղափոխությունը՝ մեծ ուղեբեռների հարմարավետ տեղափոխման հնարավորությամբ։

 

Հուսամ, խնդիրը կլուծվի փոխընկալելի տարբերակով, եւ մարդիկ ստիպված չեն լինի մայրուղին փակելով հարց բարձրաձայնել ու լուծել»:
