Հայաստանի արտաքին քաղաքականության երեք հիմնարար սկզբունքներն են ինքնիշխանությունը, համահայկականությունը և փոխգործակցությունը: Այս մասին օգոստոսի 27-ին ՀՀ արտաքին գործերի նախարար Զոհրաբ Մնացականյանը հայտարարեց ՀՀ ԱԳՆ կենտրոնական ապարատի և արտերկրում դիվանագիտական ներկայացուցչությունների ղեկավարների հավաքի ընթացքում:

 

«Այս համաժողովի ընթացքում մենք այսօր հստակ ամրագրում ենք Հայաստանի արտաքին քաղաքականության երեք հիմնարար սկզբունքները.

  1. Ինքնիշխանություն. այս սկզբունքի առանցքը հայաստանակենտրոնությունն է, առաջին հերթին Հայաստանի պետական շահերի, անկախ էթնիկ կամ կրոնական պատկանելիության ՀՀ բոլոր քաղաքացիների պաշտպանությունը: Անկախ արտաքին քաղաքականություն իրականացնելու համար հիմնարար պայմանն է ինքնիշխանության սկզբունքի ամրագրումը: Հայաստանի դիվանագիտական գործունեության մեջ առաջին հերթին հարցերը պետք է հենց այս տեսանկյունից դիտարկել: Հայկական դիվանագիտության մեջ հենքային այս սկզբունքն առավել կարևոր նշանակություն է ձեռք բերում ներկայիս աշխարհակարգի գլոբալ անորոշության պայմաններում, երբ առաջնային անվտանգության և զարգացման հիմնական մարտահրավերները կարող են լուծվել միմիայն ինքնուրույն և ինքնիշխան որոշումների հիման վրա:
  2. Համահայկականություն. Սա և սկզբունք է, և միջոց: Առաջին հայացքից հավակնոտ թվացող այս սկզբունքն արտացոլում է ոչ միայն Հայաստանի, որպես հայության կենտրոն և գործողությունների առանցք լինելու հանգամանքը, այլև հայկական դիվանագիտության կողմից Հայաստանի Հանրապետությունը, Արցախը և աշխարհասփյուռ հայությունը, որպես մեկ միասնական միավոր դիտարկելու անհրաժեշտությունը, դրանից բխող միասնական ազգային օրակարգով: Վստահ եմ, որ այսպիսի գործնական փոխադարձ համագործակցության մթնոլորտի ստեղծումը Հայաստանի և աշխարհասփյուռ հայության միջև կարող է նպաստավոր միջավայր ապահովել Հայաստանի արտաքին քաղաքականության արդյունավետ իրականացման համար:
  3. Փոխգործակցություն. Հայաստանը պատրաստ է իրավահավասար և փոխշահավետ գործակցության ցանկացած պետության հետ: Հայաստանը շարունակելու է աշխատել տարածաշրջանային խաղաղության, անվտանգության և զարգացման ուղղությամբ և այս նպատակով համագործակցել բարեկամ պետությունների և բոլոր մյուս գործընկերների հետ»,- ասաց Մնացականյանը:

Նախարարը նշեց, որ այս սկզբունքները կապահովեն մեր դիվանագիտության հարատև և շարունակական ընթացքը:
