Անմիջական ժողովրդավարության նոր աստիճանը Հայաստանի ճանապարհին

Ժամանակակից ժողովրդավարությունը իրականացվում է հիմնականում ներկայացուցչական ժողովրդավարության եղանակով, որի դեպքում ժողովուրդն ընտրում է ի ներկայացուցիչներին, որոնք էլ նրա անունից իրականացնում են պետական իշխանությունը: Անմիջական ժողովրդավարության պարագայում ժողովուրդը հանրաքվեների միջոցով քաղաքական որոշումներ է կայացնում կոնկրետ հարցերի վերաբերյալ:
Ի սկզբանե, ժողովրդավարություն ասելով հասկացվել է հենց ուղիղ ժողովրդավարությունը (Հին Հունաստանի ժամանակաշրջանից մինչև 13-րդ դար), սակայն ներկայացուցչական ժողովրդավարությունն աստիճանաբար անվանվեց ժողովրդավարություն:
Մի շարք եվրոպական երկրներում հանրաքվեները դարձել են այդ երկրների քաղաքական պրակտիկայի մի մասը և սովորական երևույթ են հանդիսանում: Օրինակ՝ Շվեյցարիայում տարբեր հարցերի շուրջ տարեկան անցկացվում է մի քանի հանրաքվե:
Հայաստանի դեպքում գործող սահմանադրությունը ժողովրդին ուղղակիորեն չի տրամադրում հանրաքվեի անցկացման որևէ անմիջական նախաձեռնության հնարավորություն: Բացի այդ սահմանադրությունը չի հստակեցնում այն հարցերի շրջանակը, որոնք կարող են կամ պետք է դրվի հանրաքվեի: Բացի այդ պետության համար ամենակենսական նշանակություն ունեցող հարցերը նույնիսկ, ինչպիսիք են վերպետական կառոււյցներին անդամագրվելը, սահմանների փոփոխությունները, կարող են ընդունվել շրջանցելով ժողովրդին:
Անմիջական ժողովրդավարությունն, իր իրակականցման մեխանիզմներով հանդերձ, յուրօրինակ զսպաշապիկ են իշխանությունների համար: Հայաստանում անմիջական ժողովրդավարության ինսիտիտուտների աղճատվածությունը բերում է ամենաիշխանության դրսևորումների, ինչը հիմք է ստեղծում սխալներ թույլ տալու, հասարակության մեջ անվստահություն սերմանելու, հանրային ընդվզումների համար:
Այսպիսով՝ անմիջական ժողովրդավարության մեխանիզմների կատարելագուծումը և դրանց իրացումը լուրջ քայլ է ժողովրդավարության զարգացման տեսանկյունից Հայաստանի՝ մեկ աստիճան ևս բարձրանալու և հանրությանը տեղի ունեցող գործընթացներին անմիջականորեն մասնակից դարձնելու համար:
