Կոռուպցիայի դեմ պայքարում առկա են ինստիտուցիոնալ խնդիրներ. Նիկոլ Փաշինյան (վիդեո)
POLITICSԱկնհայտ է բոլորին, որ ՀՀ կառավարությունը կոռուպցիայի դեմ պայքարելու քաղաքական կամք ունի եւ այս հարցում հետեւողական է եւ շարունակելու է լինել հետեւողական։ Այս մասին այսօր՝ օգոստոսի 30-ին, Հակակոռուպցիոն քաղաքականության խորհրդի նիստում ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը։
«Երբ մենք ասում ենք, որ Հայաստանից կարողացել ենք արմատախիլ անել համակարգային կոռուպցիան, այս արձանագրումը երեւում է հանրության արձագանքից, այս փաստաթղթերում ես տեսա տվյալ, որ մայիսին տեղի ունեցած հարցումներով ՀՀ քաղաքացիների ավելի քան 84 տոկոսը արձանագրել է, որ ինքը չի առնչվել կոռուպցիոն դեպքերի, սա կարեւոր արձանագրում է։ Բայց նաեւ ես ուզում եմ արձանագրել, որ վերջին 1 տարվա ընթացքում կոռուպցիայի դեմ պայքարի առումով ունենք որոշակի ինստիտուցիոնալ խնդիրներ եւ բարդություններ այն առումով, որ կոռուպցիայի դեմ պայքարը ու կոռուպցիոն հանցագործությունների հետաքննությունները եւ կոռուպցիայի արդյունքում հասցվածի վերականգնումները չեն ընթանում այն ծավալներով եւ մասշտաբներով, ինչը մենք բոլորս եւ հանրությունն իրավունք ունի ակնկալել»,–նշեց նա։
Նիկոլ Փաշինյանի խոսքով՝ պետք է կոռուպցիայի դեմ ընթացիկ պայքարն ուժեղացնել ինստիտուցիոնալ նոր կառուցակարգերի ստեղծմամբ. «Այստեղ առկա են բազմաթիվ օբյեկտիվ եւ սուբյեկտիվ խնդիրներ։ Պետք է այս առումով շատ հետեւողական գտնվենք, որպեսզի ընթացիկ պայքարը կոռուպցիայի դեմ ուժեղացնենք ինստիտուցիոնալ նոր կառուցակարգերի ստեղծմամբ։ Այս ընթացքում բավականին ծավալուն եւ որակյալ աշխատանք են անել կողմնորոշվելու մեր հակակոռուպցիոն ռազմավարության ուղղությունների մեջ եւ արձանագրելու կոռուպցիայի դեմ պայքարի հետագա ինստիտուցիոնալ զարգացումը։ Քաղաքական արձանագրումն այն է, որ կոռուպցիայի դեմ պայքարում մեր կառավարությունը լինելու է հետեւողական, կոմպրոմիսները բացառվում են։ Մենք քաղականա խնդիր ենք ձեւակերպել, որ ՀՀ–ում պետք է ձեւավորվի կոռուպցիայի նկատմամաբ հանրային զրո հանդուրժողականություն։ Մենք այսօր քննարկելու ենք հակակառուպցիոն ռազմավարությունը, միջոցառումների ծրագիրը, սա դեռ կառավարության որոշում պետք է դառնա, պետք է շրջանառվի, բայց կարծում ենք արդեն առկա է մի փաստաթուղթ որի հենքի վրա մենք կարող ենք շատ լուրջ աշխատանք իրականացնել»։
