ՀՀ ԱԺ «Լուսավոր Հայաստան» խմբակցության անդամ Մանե Թանդիլյանը ֆեյսբուքյան իր էջում անդրադարձել է կառավարության հարկաբյուջետային քաղաքականությանը:

 

Նա, մասնավորապես, գրել է.

«Կառավարությունը շարունակում է անարդյունավետ հարկաբյուջետային քաղաքականությունը՝ ունենալով էական շեղումներ կառավարության ծրագրային ցուցանիշներից:

Կառավարության զսպող հարկաբյուջետային քաղաքականության արդյունքում 2019թ 1-ին կիսամյակում ունենք բյուջեի աննախադեպ պրոֆիցիտ, ինչը մեր նման երկրի համար պարզապես անընդունելի է, իսկ նման տենդենցը շարունակելու դեպքում՝ տնտեսական և ֆինանսական խնդիրները դառնալու են անխուսափելի:
Կառավարությունը չի կատարում նույնիսկ բյուջեով նախատեսված ծախսերը, երբ երկրում կուտակված խնդիրները ուղղակի սահման չունեն և զարմանալի է, որ մենք ոչ միայն լրացուցիչ փողի կարիք չունենք, դեռ մի բան էլ՝ եղած փողը չգիտենք ինչի վրա ծախսել:
Արդյունքում, կառավարության տնտեսական հեղափոխության պատասխանատուները բյուջետային գումարները նախընտրում են կենտրոնական բանկում ավանդ ներդնել՝ այն հասցնելով 300 մլրդ դրամի, ինչը երկու անգամ ավելի է նույնիսկ նախորդ տարվա ցուցանիշներից:
Կուտակված գումարների նույնիսկ կեսը կապիտալ ներդրումներում ծախսելու դեպքում կապահովվի 2-2,5% տնտեսական աճ այս տարվա համար, որն էլ իր հերթին կբերի 50-70 մլն դոլար լրացուցիչ հարկային մուտքեր։ Արդյունքում տնտեսական ազդեցությունը կլինի ավելին, քան իշխանությունները վախենում են կորցնեն Ամուլսարի ներդրումը չկատարելու դեպքում: Ամուլսարի ներդրումից ավելի շատ ազատ միջոցներ կան բյուջեում, որը չի ծախսվում բանակի, առողջապահության, կրթության, սոցիալական խնդիրների և անվերջ ու անվերջ խնդիրների լուծման համար:
Պատրաստ են արդյո՞ք տնտեսական բլոկի պատասխանատուները փոխհատուցել այս ամենի արդյունքում տնտեսության կրած վնասները։

Ակնհայտ է, որ կառավարությունը չի տիրապետում ինչպես արագ և արդյունավետ ծախսումներ իրականացնել՝ օր առաջ լուծելով հասարակության խնդիրները: Ընդ որում, սա արդեն նկատվում է ամբողջ տարվա ընթացքում և չկա փոփոխության որևէ դինամիկա:

Առաջիկայում հանդես կգամ առաջարկով՝ բյուջեում հավաքագրված գումարների արագ, թիրախային և արդյունավետ ծախսման վերաբերյալ»:
