«Ապաշրջափակեք Ամուլսարի հանք տանող ճանապարհները». Փաշինյանը՝ խնդրի լուծման եւ նոր ՇՄԱԳ-ի մասին
POLITICSԱմուլսարի հարցը քննարկելիս մենք չենք կարող արհամարհել նաեւ մեր տնտեսության անվտանգության եւ ընդհանրապես երկրի անվտանգության, անվտանգային միջավայրի հետ կապված խնդիրները: Այս մասին, այսօր՝ սեպտեմբերի 9-ին, ֆեյսբուքյան ուղիղ եթերի ժամանակ ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը` անդրադառնալով Ամուլսարի խնդրին:
«Ես հիմա չեմ կարող այս թեմայի վերաբերյալ ավելի մանրամասն խոսել: մենք չենք կարող արհամարհել բնապահպանական այն ռիսկերը, որ մենք ունենք, դա բացառված է: Իմ դիրքորոշումն է, որ եթե հանքի շահագործումն անվտանգ է բնապահպանական եւ այլ չափանիշներով, այն կարող է շահագործվել: Եթե անվտանգ չէ, չի կարող շահագործվել; Հիմա այն մարմինը, որը պատասխանատու է այդ ամենի համար, ասում է, որ ես երաշխավորում եմ: Մենք էլ ասում ենք, որ եթե չերաշխավորվի դա, հանքը 90 օրում կփակվի:
Երկրորդ, մենք չենք կարող հաշվի չնստել տնտեսական հանրության մտահոգությունների հետ, որ եթե այս հարցում ճիշտ մոտեցում չցուցաբերենք, դա ինչ ազդեցություն կարող է ունենալ Հայաստանի տնտեսության համար: Մենք նաեւ չենք կարող անտեսել անվտանգության ոլորտի հարցերը, որ եթե մենք այս վիճակը ճիշտ չկառակարենք, դա ինչպիսի հետեւանքներ կարող է ունենալ մեր անվտանգային միջավայրի վերաբերյալ»,-ասաց Փաշինյանը:
Անդրադառնալով լուծումներին, վարչապետն ասաց. «Ուզում եմ մեր Ջերմուկի բնակիչներին խնդրել, որ ապաշրջափակեն Ամուլսարի հանք տանող բոլոր ճանապարհները: Երկրորդ, ես արդեն հանձնարարական եմ տվել Բնապահպանության տեսչական մարմնին Ամուլսարում սկսել ստուգումներ: Շրջակա միջավայրի նախարարը նաեւ «Էլարդի» հետ սկայպ-կոնֆերանսի եւ «Էլարդի» եզրակացության վրա հիմնվելով, մի շարք հարցեր է բարձրացրել եւ այդ հարցերի պատասխանը գտնելու րոշակի լիազորություններ ունի բնապահպանության տեսչական մարմինը:
Ես հիմիկվանից կարող եմ ասել, թե այդ ստուգումների արդյունքում ինչ կարող է լինել: Տարբերակ առաջին՝ ամեն ինչ կարգին է, խախտումներ չկան: տարբերակ երկրորդ, կան խախտումներ, անճշտություններ, որոնք հնարավոր է վերացնել առանց նախագծային փոփոխությունների: Այդ դեպքում փոփոխությունները կկատարվեն եւ նոր ՇՄԱԳ-ի անհրաժեշտություն չի ծագի: Տարբերակ երրորդ. Այդ խախտումները հնարավոր չէ վերացնել առանց նոր նախագծի, իսկ դա նշանակում է, որ խոսք է գնում նոր ՇՄԱԳ-ի մասին»,-հայտարարեց Փաշինյանը:
