Որքա՞ն գումար է վերականգնվել պետբյուջե
POLITICS«Փաստ» օրաթերթը հարցում էր ուղարկել ՀՀ ազգային անվտանգության ծառայությանը և ֆինանսների նախարարությանը՝ պարզելու, թե ի՞նչ ճակատագիր են ունենում այն գումարները, որոնք նախկին պաշտոնյաները, գործարարները վերականգնում են պետական բյուջե կամ նվիրաբերում են, ներկայումս որքա՞ն գումար է վերականգնվել որպես պետությանը պատճառված վնասի փոխհատուցում և ինչպե՞ս ու ի՞նչ ուղղություններով են ծախսվում այդ գումարները:
ԱԱԾ քննչական դեպարտամենտից ի պատասխան մեր հարցման տեղեկացնում են, որ դեպարտամենտում քննվող քրեական գործերով ՀՀ պետական բյուջեին նախնական տվյալներով պատճառվել է ընդհանուր 31 894 785 683 ՀՀ դրամի վնաս, որից 30 863 811 334 ՀՀ դրամը՝ ՀՀ ԱԱԾ քննչական դեպարտամենտի վարույթում քննվող քրեական գործերով, 1 030 974 349 ՀՀ դրամը՝ ըստ ենթակայության ուղարկված քրեական գործերով
ՀՀ ԱԱԾ քննչական դեպարտամենտի վարույթում քննվող քրեական գործերով պետությանը պատճառված վնասից առայժմ վերականգնվել է 22 001 310 418 ՀՀ դրամը, որը փոխանցվել է ՀՀ պետական բյուջե: Դեպարտամենտից «Փաստին» տեղեկացնում են, որ այդ գումարների տնօրինման վերաբերյալ ԱԱԾ-ն տվյալներ չունի:
Այս գումարներից բացի, քրեական գործով մեղադրյալ Ալեքսանդր Սարգսյանը իր կամքով 9 մլրդ 506 մլն դրամին համարժեք 19 մլն 600 հազար դոլար նվիրաբերել է Արցախի Հանրապետության պաշտպանության բանակին: Նվիրաբերված գումարը փոխանցվել է Արցախի Հանրապետության ֆինանսների նախարարությունում բացված համապատասխան հաշվեհամարին:
Վերը նշված գումարների ծախսման ուղղությունների մասին «Փաստը» գրավոր հարցմամբ դիմել էր նաև ՀՀ ֆինանսների նախարարությանը: Ի պատասխան՝ այս կառույցից տեղեկացնում են, որ «նախարարությունը պատասխանատու է ՀՀ պետական բյուջե մուտքագրվող գումարների հաշվառումն ըստ եկամտատեսակների իրականացնելու համար, իսկ ծախսերի մասին հնարավոր է տեղեկանալ նախարարության պաշտոնական կայքից, որտեղ դրանք ներկայացվում են եռամսյակային կտրվածքով:
Ինչ վերաբերում է ՀՀ պետական բյուջե կատարվող վճարումների առանձնացված հաշվառմանն ըստ վճարողների և վճարման նպատակների, ապա դրանց պատասխանատուն պատկան պետական մարմիններն են»:
