Սևանա լճի պահպանությունը Հայաստանի համար բնապահպանական և տնտեսական բացառիկ կարևոր հիմնախնդիր է, որի նպատակը լճի բնական ռեժիմի փոփոխության հետևանքով ֆիզիկաաշխարհագրական երևույթների էկոլոգիական հավասարակշռության խախտման վերացումն է։

Ներկայումս լիճը հատուկ խնամքի կարիք ունի, և ամենաառաջնահերթ խնդիրը, որ պետք է լուծվի, ջրի մակարդակի բարձրացման հարցն է։

Ջրի մակարդակն անհապաղ բարձրացնելու թեման ակտիվորեն քննարկվեց հատկապես ամռան ընթացքում, երբ լճի առանձին հատվածների ջուրը ծաղկել էր, իսկ ջրի մեջ ջրիմուռների բազմացումը և դրա շուրջ ստեղծված աղմուկը պատճառ դարձավ, որ շատերը հրաժարվեն Սևանի ափին հանգստանալու մտքից։

Սակայն որոշ ժամանակ անց լիճը սկսեց ինքնամաքրվել, բայց քննարկումները շարունակվեցին։ Մասնագետների մի մասը որպես տեղի ունեցածի պատճառ նշում էր լճի աղտոտումը, իսկ մյուս մասն էլ այն կարծիքին էր, թե լիճը նման երևույթներից զերծ պահելու համար անհապաղ պետք է բարձրացնել ջրի մակարդակը։

Ամառվա թեժ սեզոնն անցավ, Սևանի մասին բուռն քննարկումները դադարեցին, սակայն հասարակությունը չի կորցրել իր հետաքրքրությունն այն հարցի շուրջ, թե արդյոք կհաջողվի կառավարությանը ժամանակի ընթացքում բարձրացնել ջրի մակարդակը:

Քաղցրահամ ջրի մեծ պաշարներ ամբարելու միջոցով մենք ոչ միայն էկոլոգիական խնդիր ենք լուծում, այլ նաև տնտեսական, քանի որ Արարատյան դաշտի այգիները ոռոգվում են Սևանից բաց թողնված ջրով, աշխատում են հիդրոէլեկտրակայանները, օգտագործվում են լճի ձկնային պաշարները և այլն։

Օգոստոսի վերջին վարչապետ Փաշինյանն իր ֆեյսբուքյան էջում գրել էր, թե նախորդ տարվա նույն ժամանակահատվածի համեմատ բաց է թողնվել 45 միլիոն 616 հազար խորանարդ մետրով պակաս ջուր, իսկ ջրի մակարդակը բարձրանում է, սակայն մամուլի հրապարակումներից պարզվեց, որ Սևանա լճի մակարդակը նախորդ տարվա նույն օրվա համեմատ 1 սմ իջել է:

Եվ միայն օրեր անց ԱԻՆ-ը հաղորդագրություն տարածեց, որի բովանդակությունից էլ պարզվեց, որ սեպտեմբերի 5-ի դրությամբ լճի մակարդակը կազմում է 1900,62 մ, որը հավասար է նախորդ տարվա նույն օրվա մակարդակին, այսինքն, ըստ էության, ջրի մակարդակի բարձրացում հնարավոր չի եղել ապահովել։

Կառավարությունը հստակ պատկերացում չունի, թե կոնկրետ ինչքան է բարձրացվելու ջրի մակարդակը և ինչ ռեսուրսների շնորհիվ։

Դրա մասին է վկայում նաև գործադիրի կողմից ներկայացված Սևանա լճի էկոհամակարգի վերականգնման, պահպանման, վերարտադրման, բնականոն զարգացման և օգտագործման միջոցառումների 2020թ. ծրագիրը, որը չի պարունակում ոչ մի թվային տվյալ, թե 2020թ. Սևանա լիճը ինչ մակարդակի վրա պետք է գտնվի, լճի մակարդակը պետք է բարձրանա՞, թե՞ ոչ։ 

Ծրագրում ընդամենը նշված է ձեռնարկվելիք ջրհավաք ավազանի բնական պաշարների պահպանության համար նախատեսված միջոցառումների ցանկը, իսկ Սևանա լճի մակարդակի բարձրացման հարցը մնում է ուղղակի ցանկության մակարդակի։

Սա թերևս վկայում է այն մասին, որ կառավարությունը մատների արանքով է նայում Սևանի հիմնախնդրին և բավարար ջանք չի ներդրել, որպեսզի կատարվի ավելի խորը ուսումնասիրություն և հստակեցվի ռազմավարությունը, թե որ շրջանում ինչքան են նախատեսում բարձրացնել Սևանի մակարդակը։

Եթե կառավարությունն առաջնորդվում է միայն ցանկություններով և չի պլանավորում, ապա շատ հնարավոր է, որ ջրի մակարդակը ոչ թե բարձրանա, այլ իջնի։
