ԱԺ «Իմ քայլը» խմբակցության պատգամավոր Հայկ Կոնջորյանը առաջիկայում մանկական մուրացականության վերաբերյալ օրենսդրական նախաձեռնություն կներկայացնի: Այս մասին պատգամավորը գրել է իր ֆեյսբուքյան էջում:

 

«Քիչ առաջ փողոցում մոտեցավ մի տղա, գրկին մոտ 1 տարեկան երեխա և գումար խնդրեց՝ Էջմիածին հասնելու համար։ Հարցրեցի՝ ճի՞շտ ես ասում, որ տուն հասնելու համար ա փողը։ Պատասխանեց՝ հա՜ ախպերս, հաստա՛տ ճիշտ եմ ասում... Մի քիչ քայլեցի, ոտքս կախ գցեցի և տեսնեմ՝ էլի մարդկանց էր մոտենում, վստահ եմ՝ նույն հարցով։ Ես իհարկե միամիտ չեմ, բայց շատ եմ ուզում հավատալ, որ մարդը ինձ չէր խաբում, առավելևս՝ օգտագործելով անմեղ երեխային, չեմ ուզում խախտել նրա անմեղության կանխավարկածը։ Եթե ճիշտ էր ասում, Աստված իր հետ, իսկ եթե ոչ, ապա մենք գործ ունենք երեխաների շահագործման հերթական դեպքի հետ, երբ կազմակերպված մուրացկանության միջոցով բազմաթիվ երեխաներ ենթարկվում են անմարդկային ու լկտի շահագործման։ Մի քանի օր առաջ էլ, փոքրիկ մի աղջիկ մոտեցավ և հացի փող խնդրեց։ Հարցրեցի՝ որտե՞ղ են ծնողներդ, վազելով փախավ։ Երեխաների շահագործումը կազմակերպված մուրացկանության կամ այլ որևէ տարբերակով, անթույլատրելի է։ Սա դեմ է և՛ մեր հանրության բարոյական կոդեքսին և՛ օրինականությանը։ Առաջիկայում պատկան մարմինների հետ կաշխատեմ այս խնդրի լուծման ուղղությամբ, կուսումնասիրեմ նաև, թե ինչ օրենսդրական լուծումներ կարող ենք առաջարկել։

 

 

Մի բան հստակ է՝ կարիքավոր ընտանիքներին պետք է օգնել, պետք է ձեռք մեկնել մարդկանց, և պետությունն այստեղ հիմնարար պատասխանատվություն ունի։ Սակայն, կարիքի անվան տակ երեխաներին շահագործելով հեշտ փողեր աշխատողներին, երեխաներին շահագործելով բիզնես անողներին, անշուշտ պետք է պատժել։
