Կրթության, գիտության, մշակույթի և սպորտի նախարարությունում աշխատակիցներին տրվել են հերթական պարգևավճարները:

Սակայն այս օրերին «Փաստ» թերթը մի քանի ահազանգ է ստացել, որ դրանց բաշխումը չի ընթացել օրենքով սահմանված կարգով, այն է՝ աշխատակիցների կատարողական ցուցանիշների հիմա վրա, այլ, ինչպես մեզ դիմողներ էին ասում, տրվել է կամայականորեն, «ըստ ճաշակի»: Նախարարության առանձին ստորաբաժանումներ, այդ թվում՝ մի շարք ՊՈԱԿ-ներ ընդհանրապես չեն ստացել, ինչը հարուցել է բարեխիղճ աշխատակիցների զայրույթն ու վրդովմունքը:

Նախարարության ղեկավարությունը նույնիսկ չի բարեհաճել պարզաբանում կամ բացատրություն տալ` ինչ սկզբունքներով և մոտեցումներով են բաշխվել պարգևավճարները: Ի դեպ, մեր զրուցակիցները նշում էին, որ «կատարողական» պահանջել են բոլորից:

Հարցի հետ կապված պարզաբանում ստանալու համար դիմել ենք ԿԳՄՍ նախարարություն, որտեղից ստացել ենք հետևյալ պատասխանը. 

«Տեղեկատվությունը, թե ՀՀ ԿԳՄՍ նախարարությունում և դրա ենթակայությամբ գործող ՊՈԱԿ-ներում պարգևավճարները տրամադրվում են կամայականորեն և կարգի խախտմամբ, չեն համապատասխանում իրականությանը:

ՀՀ ԿԳՄՍ նախարարությունում «Քաղաքացիական, դատական և պետական այլ ծառայողների պարգևատրում» հոդվածով պարգևատրման ֆոնդից պարգևավճարները տրամադրվում են բացառապես ՀՀ կառավարության՝ 20.10.2011թ. ընդունված 1510-Ն որոշմամբ սահմանված կարգով: Իսկ «Պարգևատրումներ, դրամական խրախուսումներ և հատուկ վճարներ» հոդվածով պարգևատրումն իրականացվում է տվյալ պաշտոնում նշանակման իրավասություն ունեցող անձի կողմից՝ օրենսդրությամբ սահմանված կարգով՝ հաշվի առնելով հաշվետու ժամանակաշրջանում տվյալ աշխատողի կատարած աշխատանքի ծավալը, բարդությունը և արդյունավետությունը:

Ինչ վերաբերում է ՀՀ ԿԳՄՍ նախարարության ենթակայությամբ գործող ՊՈԱԿներին, ապա, համաձայն «Պետական ոչ առևտրային կազմակերպությունների մասին» ՀՀ օրենքի 17-րդ հոդվածի, գործադիր մարմինը (ՊՈԱԿ-ի տնօրենը) կանոնադրությամբ սահմանված կարգով ինքնուրույն է տնօրինում կազմակերպության գույքն ու միջոցները, այդ թվում՝ ֆինանսական: ՊՈԱԿ-ներում պարգևավճարները տրամադրվում են աշխատանքային օրենսդրությամբ սահմանված կարգով»:
