ՀՀ 3-րդ նախագահ Սերժ Սարգսյանն այսօր շնորհավորական ուղերձ է հղել Հայաստանի ազգային հերոս,  ՌԴ Դաշնային ժողովի Դաշնության խորհրդի անդամ Նիկոլայ Ռիժկովին՝ ծննդյան 90-ամյակի առթիվ:
«Հարգելի՛ Նիկոլայ Իվանի, 
Ջերմորեն շնորհավորում եմ Ձեզ և անկեղծ բարեմաղթանքներ հղում Ձեր նշանակալի հոբելյանի առթիվ:
Տասնամյակներ շարունակ Դուք ազնվորեն և անվերապահորեն ծառայել եք Ձեր պետությանն ու ժողովրդին, և ինչպես Դուք եք նշել մի առիթով` հավատարիմ Ձեր խղճին և սկզբունքներին: Որպես իմաստուն պետական, քաղաքական գործիչ և մարդկային բարձր որակներով օժտված անհատականություն՝ նաև արել եք հնարավորը` ամրապնդելու հայ և ռուս ժողովուրդների դարավոր բարեկամությունը, զարգացնելու և խորացնելու հայ-ռուսական միջպետական փոխշահավետ հարաբերությունները: Դուք մշտապես մեծ ուշադրությամբ և ջերմությամբ եք վերաբերվել Հայաստանին և հայ ժողովրդին, որը արժանվույնս գնահատեց Ձեր նվիրվածությունն ու ջանքերը` արժանացնելով Ձեզ Հայաստանի ազգային հերոսի բարձրագույն կոչմանը: 
Տարբեր առիթներով մեր հանդիպումների ժամանակ բազմիցս ասել եմ Ձեզ, որ Հայաստանում Ձեզ ճանաչում և սիրում են որպես հավատարիմ բարեկամի, ով մեր ժողովրդի համար ամենադժվարին պահերին եղել է նրա կողքին, նրա ցավն ու խնդիրներն ընդունել ինչպես իր սեփականը: Հայ ժողովուրդը միշտ հիշում և բարձր է գնահատում Ձեր անձնուրաց գործունեությունը 1988 թվականի դեկտեմբերի ահավոր երկրաշարժից հետո:
Պետական, քաղաքական հմուտ գործչի, խորաթափանց և սրտացավ մարդու, նվիրված բարեկամի այդ որակները իրավամբ արժանացրին Ձեզ մեծ հարգանքի և հեղինակության Ձեր երկրում ու նրա սահմաններից դուրս: Եվ այսօր` Ձեր ծննդյան  90-րդ տարեդարձին, Դուք արժանիորեն վայելում եք հազարավոր մարդկանց՝ Ձեր հանդեպ դրսևորած սերն ու հարգանքը, չնայած դժվարություններով ու ձեռքքբերումներով լի Ձեր կյանքի ընթացքում ունեցել եք նաև Ձեզ չհասկացողներ, ինչը չի խանգարել Ձեզ առաջ շարժվել, գործել` երբևէ գործարքի չգնալով Ձեր խղճի հետ:
Կա՞ արդյոք ավելի կարևոր բան, քան կյանքի ինը տասնամյակների հեռվից գոհունակության զգացողությամբ փաստելը, որ Դուք հանգիստ կարող եք քայլել փողոցում և ուղիղ նայել մարդկանց աչքերի մեջ: 
Կրկին շնորհավորում եմ Ձեզ և մաղթում քաջառողջություն, անսահման երջանկություն և բարօրություն Ձեզ և Ձեր ընտանիքին, ուժ ու կորով, արևշատություն Ձեզ՝ Ձեր կյանքի հետագա տարիներին»,-ասված է ՀՀ 3-րդ նախագահի շնորհավորական ուղերձում:
