«Ժամանակ» թերթը գրել էր, որ ԵԽԽՎ-ում հայաստանյան պատվիրակության վերջին ձախողումից հետո ԱԺ ՀԱԿ խմբակցության պատգամավոր Նիկոլ Փաշինյանը դժգոհել է, թե հնարավոր կլիներ խուսափել Ուոլթերի զեկույցի ընդունման վտանգից: Թերթին հայտնի է դարձել, որ ԱԺ-ում քննարկվել է պատվիրակության կազմում ՀԱԿ ներկայացուցիչ Լևոն Զուրաբյանին Նիկոլ Փաշինյանով փոխարինելու հնարավորության հարցը:

Past.am-ը ԵԽԽՎ հայաստանյան պատվիրակության նախագահ Հերմինե Նաղդալյանից հետաքրքրվեց, թե արդյոք նման հարց քննարկվե՞լ է, թե՞ ոչ: Նաղդալյանը հարցին հստակ պատասխան չտվեց, այլ միայն ասաց, թե պատվիրակներից որևէ մեկին փոխարինելու խնդիրը լուծում է իր իսկ հարազատ խմբակցությունը: Նման խոսակցությունները, ըստ Նաղդալյանի, ջուր պղտորելու նման երևույթ են: Թեև Նաղդալյանը մեր հետ զրույցում հավաստիացրեց, որ պատվիրակների փոխարինելու հարցը խմբակցությունների որոշման առարկա է, սակայն ներկայացնենք հետաքրքրական մի դրվագ: ԱԺ նախագահը 2013 թվականի հոկտեմբերի 3-ին ԵԽԽՎ պատվիրակության կազմից հանեց «Ժառանգություն» խմբակցության պատգամավոր Զարուհի Փոստանջյանին:

Հիշեցնենք, որ այն ժամանակ ԱԺ նախագահի պաշտոնում գտնվող Հովիկ Աբրահամյանն ԱԺ դահլիճից հայտարարել էր. «Հաշվի առնելով ԱԺ պատգամավոր Զարուհի Փոստանջյանի վարքագիծը ԵԽԽՎ նիստում և հիմք ընդունելով «Ազգային ժողովի կանոնակարգ» օրենքը՝ հայտարարում եմ, որ խորհրդակցել եմ Ազգային ժողովի խմբակցությունների հետ և մտադիր եմ փոփոխություն կատարել ԵԽԽՎ-ում Հայաստանի պատվիրակության կազմում»:

Հիշեցնենք, որ Ստրասբուրգում՝ ԵԽԽՎ-ում Սերժ Սարգսյանի ելույթից հետո, Փոստանջյանը Սերժ Սարգսյանին հարցրել է, թե արդյո՞ք նա վերջերս եվրոպական կազինոներից մեկում 70 միլիոն եվրո է կորցրել: Հովիկ Աբրահամյանն իր հայտարարության մեջ կարծիք էր հայտնել, որ քաղաքական կարծիքն ազատ արտահայտելու իրավունքի երաշխավորումը ժողովրդավարության անկյունաքարերից է, այդուհանդերձ, քաղաքական կարծիքի արտահայտումը իր բնույթով բացարձակ իրավունք չէ:

«ՀՀ Սահմանադրության 66-րդ հոդվածը նախատեսում է, որ պատգամավորի՝ իր կարծիքն ազատ արտահայտելու իրավունքը սահմանափակված է վիրավորանքի կամ զրպարտության անթույլատրելիությամբ, այսինքն` այդ իրավունքը սահմանափակված է, երբ դրա կիրառումը շեղվում է իր իրական նպատակից՝ ազատ քաղաքական բանավեճ ծավալելուց: Նաև ԵԽԽՎ կանոնակարգի 21.6 հոդվածն է պարունակում մարդկային արժանապատվությունը ոտնահարող արտահայտությունների օգտագործման արգելք»,- նշել էր Հովիկ Աբրահամյանը:
