Սիրելի՛ հայրենակիցներ,

Ազգային ժողովի «Իմ քայլը» խմբակցության կողմից նախաձեռնած իմ՝ որպես Սահմանադրական դատարանի դատավորի լիազորությունները դադարեցնելու գործընթացը, ըստ էության, ունի քաղաքական և սուբյեկտիվ նպատակաուղղվածություն: Նման հետևության են հանգեցնում այդ գործընթացին նախորդած և հաջորդած իրադարձությունները, մասնավորապես․

- վարչապետ Ն. Փաշինյանի 2019 թ․մայիսի 19-ի կոչը դատարանների, այդ թվում՝ Սահմանադրական դատարանի մուտքերը և ելքերն արգելափակելու մասին, որը մայիսի 20-ին իրականացվեց իշխող քաղաքական ուժի ներկայացուցիչների, այդ թվում՝ Ազգային ժողովի պատգամավորների ակտիվ մասնակցությամբ,

- Սահմանադրական դատարանի գործող նախագահի պաշտոնավարման պարագայում, Ազգային ժողովի 2019 թ․հունիսի 20-ի նիստում Սահմանադրական դատարանի նորընտիր դատավոր Վ. Գրիգորյանի «ինքնահռչակումը»՝ որպես Սահմանադրական դատարանի նախագահ և Ազգային ժողովի քաղաքական մեծամասնության կողմից այդ քայլի անթաքույց սատարումը,

- Սահմանադրական դատարանի նախագահի, Սահմանադրական դատարանի դատավորների հետագա պաշտոնավարման վերաբերյալ իշխող քաղաքական ուժի պարբերաբար հնչեցրած սուբյեկտիվ մեկնաբանությունները, անձնավորված մոտեցումները, նախաձեռնությունները,

- վարչապետ Ն. Փաշինյանի կողմից ս․թ․հուլիսի 17-ին «Ազատություն» ռադիոկայանին տրված հարցազրույցում Սահմանադրական դատարանի և անձամբ իմ հասցեին արված անպարկեշտ արտահայտությունները և դատական իշխանության հեղինակությունը վիրավորող հայտարարությունները,

- Ազգային ժողովի նախագահ Ա. Միրզոյանի և վարչապետ Ն. Փաշինյանի՝ Սահմանադրական դատարանի կայացրած որոշումների վերաբերյալ 2019 թ․սեպտեմբերի 16-ի հայտարարությունները և տրված գնահատականները,

- իմ անվան անհիմն վկայակոչումները՝ տարբեր անձանց նկատմամբ հարուցվող քրեական գործերով,

- Ազգային ժողովի պետական-իրավական հարցերի մշտական հանձնաժողովի նախագահ Վ. Վարդանյանի կողմից ինձ 2019 թ․սեպտեմբերի 23-ին ուղղված պաշտոնական հրավերը՝ մասնակցելու հանձնաժողովի ս.թ․հոկտեմբերի 24-ի նիստին, այն դեպքում, երբ այդ նիստն անցկացվել է ս.թ. սեպտեմբերի 24-ին, ինչը վկայում է խնդրի առարկա հարցի վերաբերյալ անկողմնակալ քննարկում անցկացնելու մտադրության բացակայության մասին։

Հաշվի առնելով վերը նշված հանգամանքները նպատակահարմար չեմ համարում իմ մասնակցությունը Սահմանադրական դատարանի դատավոր Հրայր Թովմասյանի լիազորությունները դադարեցնելու հարցով Սահմանադրական դատարան դիմելու մասին Ազգային ժողովի նիստում որոշման նախագծի քննարկմանը։

Հայցում եմ Ազգային ժողովի «Բարգավաճ Հայաստան» խմբակցության պատգամավորների ներողամտությունը՝ Ազգային ժողովի նիստում հարցի քննարկման ժամանակ ինձ հարցեր ուղղելու հնարավորություն չտալու առնչությամբ։
