Նոր որոշում. այսուհետ դրսում սովորող երիտասարդները կկարողանան տարկետում ստանալ մինչեւ 18 տարին լրանալը
SOCIETYԵթե ուսանողը արտասահմանում ընդունվել է որեւէ համալսարան, համապաստախանում է տարկետման պայմաններին, նա 17,5 տարեկանում հնարավորություն չի ունենում տարկետում ստանալ, նաեւ երկիրը լքելու հնարավորություն չի ունենում, որ գնա առաջին սեմեստրը սովորի, գա նոր տարկետում ստանա: Այս մասին, այսօր՝ հոկտեմբերի 3-ին, կառավարության նիստում նշեց Կրթության, գիտության, մշակույթի եւ սպորտի նախարար Արայիկ Հարությունյանը՝ ներկայացնելով համապատասխան որոշման նախագիծը:
«Առաջարկը եղել է այն, որ եթե դիմորդը համախպատասխանում է տարկետման այս պայմաններին, արդեն 17 տարեկանում նրան հնարավորություն տրվի տարկետում ստանալու»,-ասաց նա:
Վարչապետ Նիկոլ Փաշինյանը նշեց, որ ըստ էության, տարկետում տալու համար հարցազրույցի ինստիտուտը հանում ենք, գրավոր ընթացակարգերով է տեղի ունենալու այդ ամենը. «Սա ենթադրում է, որ սուբյեկտիվիզմը գործոնը կամ վերանում է կամ նվազագույնի է հասցվում: Այսինքն եթե մարդը այդ տվյալներն ունի, ուրեմն ունի, եթե չունի՝ չունի: Դրանք չափելի ու շոշափելի են: Այն դիմորդները, որոնք ուզում են այս արտոնությունից օգտվել, իրենք ամենօրյա աշխատանքով կարող են կառուցել այդ որոշումը»:
Պաշտպանության նախարար Դավիթ Տոնոյանը նշեց, որ այս որոշմամբ, ըստ էության, քաղաքացուն տարկետում կարող է տրվել մինչեւ 18 տարին լրանալը, ինչը օրենքի հետ որոշակի հակասություն ունի. «Խոսքն ավելի շատ վերաբերում է բուժփորձաքննության անցնելուն: Բոլոր զինապարտները բուժփորձաքննություն են անցնում 18 տարեկանում մինչեւ զորակոչը: Այսինքն օրինակ, ուսանողը գտնվելով Լոնդոնում, պետք է վերադառնա, անցնի բուժփորձաքննություն, ստանա տարկետում եւ շարունակի: Այս նախագծով մենք ասում ենք 17 տարեկանում գնա արտասահման սովորելու, կավարտես, 22 տարեկանում կգաս, նոր բուժփորձաքննություն կանցնես: Մենք առաջարկում ենք, որ եթե նման բան ենք որոշում, փոփոխություն կատարենք նաեւ օրենքում, որովհետեւ զինակոչիկի պարտականությունները ծագում են 18 տարեկանը լրանալիս»,-ասաց պաշտպանության նախարարը:
Փոխվարչապետ Տիգրան Ավինյանը նշեց, որ կարելի է սահմանել, որ այս կոնկրետ խումբ մարդկանց համար բուժփորձաքննությունն ավելի շուտ տեղի ունենա:
