Կառավարման համակարգում կան հիմնարկներ, որոնք խոշոր բիզնես են. Փաշինյանը բարկացավ Արսեն Թորոսյանի վրա
POLITICSԱռողջապահության նախարարությունն ասում է՝ դեղերի գրանցման, փորձաքննության գործունության ուղղությամբ հավաքված վճարները մնան մեզ, մենք ծախսենք. մենք էլ ասում ենք՝ չէ, փողերը պետք է գնան բյուջե, այնտեղից ծախսվեն: Այս մասին այսօր՝ հոկտեմբերի 3-ին, կառավարության նիստում նշեց ՀՀ վարչապետ Նիկոլ Փաշինյանը՝ «Դեղերի մասին» օրենքի փոփոխությունների քննարկման ժամանակ:
Ֆինանսների նախարար Ատոմ Ջանջուղազյանը եւս նշեց, որ Առողջապահության նախարարությունն առաջարկում է փորձաքննությունների անցկացման համար լավագույն ճանապարհն է ունենալ 100 տոկոս պետական մասնակցությամբ ընկերություն եւ այդ ընկերությանը պատվիրակել փորձաքննություն իրականացնելու լիազորությունը, ինչը ճիշտ չէ, պետք է սահմանել պետական տուրք եւ այդ միջոցներն ուղղել բյուջե. «Դեղի գրանցման նպատակով որեւէ այլ տարբերակ չունենալով ստացվում, որ պետական վճար է սահմանվում, որը շրջանցում է բյուջեն, եւ այդ ընկերության ծախսերի համար է օգտագործվում: Մտահոգիչ է, որ դա դառնում է ընկերության համար եկամտի աղբյուր»,-ասաց Ջանջուղազյանը:
«Այդ տրամաբանությամբ, մյուս պետական կառույցներն էլ կասեն՝ բա մենք ինչո՞ւ բիզնես չենք անում: Ամեն գերատեսչություն չի կարող կառավարման իր ոճն ունենա, որովհետեւ կառավարման ոճը կառավարությանն է»,-ասաց Փաշինյանը:
Առողջապահության նախարար Արսեն Թորոսյանն էլ ընդգծեց. «Այս հարցն այսօր չի ծագել: Սա կարծես թե առիթ է, որ ֆինանսների նախարարությունը եւս մեկ անգամ բարձրացնի այդ հարցը: Ես չեմ ուզում այդ առիթը խցկենք այս օրենքի նախագծում: Ես համաձայն եմ, որ հաշվարկենք, թե տուրքը որքան է հավաքվում, մտցնենք բյուջեի մեջ, եթե դա լինի լավագույն տարբերակը բոլոր կողմերի համար»:
Նրան ընդհատեց վարչապետը. «Մենք արդեն որոշել ենք, որ դա լավագույն տարբերակն է բոլոր կողմերի համար: Պետական կառավարման համակարգում կան հիմնարկներ, որոնք խոշոր բիզնես են, դա վատ է: Ձեր նշած հիմնարկը հենց այդպիսին է ու դրան պետք է վերջ տալ: Միշտ էլ դա համարվել է հեռու անկյունում գտնվող մի հատ տեղ, որը շատ հաջող բիզնես է անում պետական մոնոպոլիայի շրջանակում: Այդպես չի կարող լինել»:
