Ադրբեջանի ներկայիս իշխանությունը փորձում է հակահայկական քարոզչությամբ ադրբեջանական ազգային ինքնագիտակցության հիմք ստեղծել:

Նման դիրքորոշում արտահայտեց Տարածաշրջանային հետազոտությունների կենտրոնի առաջատար փորձագետ Դավիթ Շահնազարյանը լրագրողների հետ հանդիպմանը: «Սա հետևողական քաղաքականություն է, որ որդեգրել է Ադրբեջանը: Եթե դու ադրբեջանցի ես, ուրեմն դու պետք է հակահայ լինես, ոչ միայն հակահայաստանցի: Այդ պատճառով է, որ հայկական ազգանունով եվրոպական ու ամերիկյան անձնագրով որևէ մեկը չի կարող մուտք գործել Ադրբեջան»,-ասաց Դավիթ Շահնազարյանը:

Անդրադառնալով Լեռնային Ղարաբաղի հակամարտության կարգավորման ներկայիս փուլին` փորձագետը նկատեց, որ կողմերը երբեք այնքան հեռու չեն եղել կարգավորման գործընթացի քննարկումներից, որքան ներկայում է: Նա դա կապեց մի քանի գործոնի հետ: «Ադրբեջանը մի քանի տարի է` առաջ է տանում մի դիրքորոշում և անընդհատ հայտարարում է, որ միջազգային հանրությունը իրենց պետք է վերադարձնի այն, ինչ կորցրել են իրենց սկսած պատերազմի արդյունքում: Դրա համար է, որ իրենց պաշտոնական հաղորդագրություններում քիչ է ասվում Լեռնային Ղարաբաղի հակամարտության կարգավորում, իրենք կարգավորում ասելով` հասկանում են «օկուպացված տարածքների վերադարձ»,-նշեց Դավիթ Շահնազարյանը: Նրա կարծիքով` բանակցային գործընթացում լուրջ փոփոխություններ են արձանագրվել ու դրանք արտացոլվել են Ադրբեջանի կեցվածքում 2012 թվականից հետո` Ռամիլ Սաֆարովի արտահանձնումից սկսած և մարդասպանի հերոսացումից, որը շարունակվում է մինչ օրս:

Փորձագետի դիտարկմամբ` բանակցային գործընթացի կարգավորման հիմքերն այս պահին բացակայում են ոչ միայն կողմերի դիրքորոշումների տարբերության պատճառով, այլև միջազգային հանրության կողմից կարգավորման ծրագրին երաշխիքներ տալու բացակայության պայմաններում: «Աշխարհաքաղաքական իրավիճակի սրումը հասել է մի իրավիճակի, որ միջազգային հանրության կողմից երաշխիքներ լինել չեն կարող»,-նշեց նա:

Դավիթ Շահնազարյանը վտանգավոր համարեց Ռուսաստանի կողմից Ադրբեջանին զենք վաճառելու փաստը, որի արդյունքում, նրա խոսքով` խախտվել է ռազմաքաղաքական հավասարակշռությունը կողմերի միջև` հօգուտ Ադրբեջանի:
