Վարչապետ Նիկոլ Փաշինյանի գլխավորությամբ կառավարությունում այսօր մեկնարկել են պետական գերատեսչությունների 2020 թ. բյուջետային հայտերի քննարկումները:

Ինչպես NEWS.am–ը տեղեկանում է կառավարության լրատվական ծառայությունից, վարչապետի խոսքով՝ այդ քննարկումների արդյունքը պետք է լինի այն, որ 2020 թվականի պետական բյուջեն կլինի առավել արդյունավետ ու նպատակային, և դրա արդյունքները լինեն առավել կանխատեսելի: «Հաշվի առնելով նախորդ տարվա մեր փորձը և ընդհանրապես նախորդ տարիների այն փորձը, որը ունեցել ենք Հայաստանի Հանրապետությունում՝ ընդհանուր առմամբ բյուջետային առումով պետք է արձանագրել, թե որն է մեր ամենամեծ խնդիրը, որ մենք այսօր ունենք. ամենամեծ խնդիրը կապիտալ ծախսերի իրականացումն է և կապիտալ ծախսերի արդյունավետ իրականացումը: Խոսքը վերաբերում է նրան, որ մենք այս և նախորդ տարի մի քանի անգամ ունեցել ենք իրավիճակներ, երբ պետությունն ունի փող, բայց դժվարություն ունի այդ փողը ծախսելու արդյունավետ գործիքակազմ կիրառելու իմաստով: Այս տարի էլ մենք, ցավոք, ծախսային թերակատարման ռիսկի առաջ ենք կանգնած, բայց ուզում եմ ասել նաև, որ այս գործընթացը համարում եմ միանգամայն բնականոն: Ինչո՞ւ, որովհետև անցած տարի տեղի ունեցած քաղաքական փոփոխություններից հետո բյուջետային ծախսերի՝ բոլորիս հայտնի տրամաբանությունն էականորեն փոխվել է: Առնվազն Հայաստանի քաղաքական իշխանությունը, ղեկավարությունը սկզբունքային խնդիր է համարում բյուջետային ծախսերի արդյունավետ իրականացումը, կոռուպցիայի և չարաշահումների բացառումը: Եվ այս առումով մենք տեսնում ենք, որ պետք է ունենանք ինստիտուցիոնալ լուծումներ, որ գումարները ոչ միայն ծախսվեն և դառնան բյուջեի կատարողական, այլև ծախսվեն և դառնան իրականության մեջ արտահայտված, մեր քաղաքացիների կյանքի որակը, մեր երկրի տնտեսական աճի որակը և ընդհանարապես մեր երկրի տնտեսական մակարդակը փոխող քաղաքական և տնտեսական իրողություններ»,-նկատել է Նիկոլ Փաշինյանը:

Վարչապետի դիտարկմամբ, այդ ինստիտուցիոնալ լուծումների առումով նախատեսվում են կոնկրետ փոփոխություններ, մասնավորապես, գնումների համակարգում: «Եվ ես ուզում եմ հիշեցնել բոլորիս՝ շատ կարևոր է, որ պետական բյուջեի քննարկումներին զուգահեռ նախարարությունները, պետական գերատեսչությունները մինչև նոր տարին ավարտեն մրցութային գործընթացները, հունվարի 1-ի դրությամբ ստորագրենք պայմանագրերը, մասնավորապես, մրցույթների, կապիտալ ծախսերի մասով, որպեսզի հստակ ժամանակացույցով գնանք առաջ»,- ասել է կառավարության ղեկավարը՝ հավելելով, որ հաջորդ սկզբունքը եռամսյակային տվյալներով ծախսային մասին անդրադառնալու հնարավորությունն է: «Տեսնենք, թե որ ծախսերն են արդյունավետ կատարվում, որ ծախսերն այնքան էլ արդյունավետ և անհրաժեշտ տեմպով չեն կատարվում և վերաբաշխումներ անելու հնարավորություն ունենանք յուրաքանչյուր եռամսյակ: Եվ այն ոլորտներում, որտեղ ծախսերը կլինեն արդյունավետ, առաջանցիկ, գուցե այդ ոլորտների և ուղղությունների ֆինանսավորումը կփոխենք և կավելացնենք, որպեսզի, ինչպես արդեն ասացի, պետական բյուջեի միջոցների ծախսումը տնտեսական ազդեցության առումով ավելի արդյունավետ լինի», - ընդգծել է վարչապետ Փաշինյանը:

Գործընթացի շրջանակում առաջինը քննարկվել են Շրջակա միջավայրի նախարարության 2020 թ. պետական բյուջեի նախագծով նախատեսված հատկացումների հարցը և այդ համատեքստում համապատասխան գերատեսչությունների գնահատականները:
