Հանրապետության հրապարակում բողոքի ակցիա՝ ընդդեմ Ամուլսարի հանքի շահագործման հարցում Մեծ Բրիտանիայի կառավարության և ՀՀ կառավարության դիրքորոշման։

 

«Համահայկական Ազգային համաձայնության» շարժման քաղաքական նոտան ընթերցեց շարժման համակարգող Արմեն Բաբայանը՝ ուղղված կառավարությանը եւ վարչապետ Նիկոլ Փաշինյանին:

 

 

 

Նոտայում, մասնավորապես, ասվում է.

 

«Ամուլսարի շահագործման խնդրով ձեր անորոշ հայտարարությունների համար մենք մեր բողոքն ու անհամաձայնությունն ենք հայտնում ՀՀ կառավարությանն  ու վարչապետին:

 

Ամուլսարի հանքի շահագործման վտանգների առումով ուզում ենք ընդգծել՝

 

  1. «Լիդիան Արմենիայի» եւ «Լիդիան Ինթերնեշնլի» ղեկավարությանը եւ նրանց սատարող Միացյալ Թագավորության դեսպանատան աշխատակիցներին քաջ հայտնի պետք է լինեին

 

Ա. Ամուլսարում ուրանի եւ թորիումի առկայության մասին, որը չի ներկայացվել նախագծում

 

Բ. «Լիդիան Ինթերնեշնլի» կողմից ՇՄԱԳ-ի տարածքային ազդեցության առումով Ջերմուկ առողջարանային քաղաքի՝ որպես ազդակիր համայնքի միտումնավոր քննությունից դուրս թողնելը,

 

Գ. Սեյսմիկ եւ ստրատեգիական վտանգները,

 

Դ. Ծանր մետաղներով եւ ռադիոակտիվ տարրերով եւ ստորգետնյա ջրերով գետերի եւ ստորերկրյա ջրերի աղտոտման վտանգները:

 

2. «Լիդիան Արմենիայի» ծրագրերում, ինչպես սույն ընկերությունն է հայտարարել, կա նաեւ Ամուլսարի ոսկին զտելու նպատակով 10 հազար տոննա ցիանիդի ներկրում Հայաստան: հայտնի չէ, թե ՀՀ-ի շրջափակման առկա պայմաններում ինչպես է հնարավոր կազմակերպել շուրջ 200 բեռնատար վագոններով բեռնափոխադրում ռուսական երկաթուղու միջոցով, որի անմխիթար վիճակի պատճառով բազմիցս ստեղծվել են վթարային իրավիճակներ, գնացքների շրջվելու դեպքեր:

 

Բնական հարց է առաջացնում, թե արդյոք նման վտանգները քննվել եւ գնահատվել են ընստ արժանվույն:

 

  1. Թե «Լիդիան Ինթերնեշնլի» հայաստանյան ղեկավարությունը, թե ՀՀ վարչապետ Նիկոլ Փաշինյանը բազմիցս են հայտարարել, որ ընկերությունը Ամուլսարում իբր արդեն կատարել է շուրջ 400 մլն դոլարի կապիտալ ներդրումներ: Դա անհիմն է: Ավելին, առայսօր ՀՀ նախկին եւ ներկա կառավարությունների կողմից չի կատարվել ֆինանսատնտեսական աուդիտ: Շատ ավելի հնարավոր է, որ այստեղ կա ֆոնդային բորսայի խարդախություն: Քանի որ «Լիդիանը» օֆշորային ընկերություն է՝ հիմնված 2051 թվականին, երբեք ոսկու արդյունահանման փորձ չի ունեցել, եւ Ամուլսարում մեկ տոննա հանքանյութի մեջ 0,7 գրամ ոսկու չափը զավեշտալի ցուցանիշ է, որպեսզի հանքի շահագործումը լինի շահավետ:

 

Թե «Լիդիանի» կողմից ՀՀ նախկին եւ ներկա կառավարությունների հետ գաղտնի համագործակցությունը, թե վերը նշված փաստերը հայ ժողովրդից թաքցնելը համարում ենք հանցավոր համագործակցություն, եւ մենք կառավարությունից պահանջում ենք հետաքննություն եւ ֆինանսատնտեսական հաշվեքննություն:

 

Մեզ  համար անհասկանալի է, որ ՀՀ կառավարությունը պաշտպանում է օֆշորային գոտում գրանցված մասնավոր ընկերության շահերը՝ վտանգի տակ դնելով ՀՀ էկոլոգիան, բնակչությանը:

 

Մենք պահանջում ենք անսալ ժողովրդի ձայնին, այլապես պարզ է դառնում, որ ՀՀ վարչապետի բազմաթիվ պնդումները, թե ՀՀ-ում կատարվել է հեղափոխություն եւ իշխանությունը վերադարձվել է ժողովրդին, իրականությանը չեն համապատասխանում»:
