POLITICSՀայաստանում կկատարվի անշարժ գույքի կադաստրային արժեքի լուրջ վերահաշվարկ։ Այս մասին Տնտեսական հարցերի խորհրդարանական հանձնաժողովի նիստում, «Անշարժ գույքի՝ շուկայական գներին մոտեցված կադաստրային գների հաշվարկման կարգի մասին» օրինագծի քննարկման ընթացքում, հոկտեմբերի 15-ին ասաց Հայաստանի Կադաստրի կոմիտեի ղեկավար Սարհատ Պետրոսյանը։
Նա ասաց, որ եթե փոխվի բնակարանի կադաստրային գինը, ապա դա բոլորովին չի նշանակում, թե բնակարանը կթանկանա։
«Դա նշանակում է, որ Անշարժ գույքի կադաստրում դրա գինը կվերանայվի։ Իսկ կադաստրային գնից կհաշվարկվի անշարժ գույքի հարկը»,- տեղեկացրեց Պետրոսյանը։
Կադաստրի կոմիտեում նաեւ նշում են, որ Հայաստանում հողի եւ գույքի հարկերը չափազանց ցածր են եղել երկար տարիներ, որովհետեւ հաշվարկվել են շատ ցածր կադաստրային գներից։ Մի կողմից՝ դրանից շահել են անապահով քաղաքացիները, բայց, մյուս կողմից, անարդարացիորեն քիչ են վճարել էլիտար թանկարժեք բնակարանների եւ ամառանոցների տերերը։
Միեւնույն ժամանակ, հարկերի բարձրացումից հետո կառավարությունը, նրա խոսքով, ցանկանում է մտածել մի մեխանիզմ, որի դեպքում չեն տուժի անապահով քաղաքացիները, ինչպես նաեւ նրանք, ովքեր դեռեւս խորհրդային ժամանակներից ապրում են Երեւանի կենտրոնում։
Այնուամենայնիվ, հողի մեկ քառ. մետրի կադաստրային գինը մայրաքաղաքի կենտրոնում նախկին 60 հազար դրամի փոխարեն կկազմի 330 հազար դրամ՝ ավելանալով 5,5 անգամ։ Մի քանի անգամ կավելանա նաեւ բնակարանի կադաստրային արժեքը մայրաքաղաքի կենտրոնում՝ հասնելով 700 հազար դրամի մեկ քառակուսի մետրի համար։ Դա նշանակում է, որ 2020 թվականից, երբ սպասվում է, որ նոր օրենքը կմտնի ուժի մեջ, կավելանա նաեւ հարկի չափը, որը Հայաստանի քաղաքացիները կվճարեն իրենց անշարժ գույքի համար։
Միեւնույն ժամանակ, Կադաստրի կոմիտեն կրկին հավաստիացնում է, որ հարկի տոկոսադրույքը կնվազեցվի, որպեսզի մարդիկ ստիպված չլինեն հունվարի 1-ից վճարել հարկեր, ասենք, կենտրոնում անշարժ գույքի համար 5,5 անգամ ավելի, քան առաջ՝ հաշվի առնելով նրա կադաստրային արժեքի ավելի քան հնգակի ավելացումը։
Բայց այն, որ քաղաքացիներն ավելի շատ են վճարելու՝ միանշանակ է։ Ավելի շուտ հարկման ենթակա կլինի նաեւ այն բնակֆոնդը, որն այժմ չի ընկնում նշված նորմերի տակ։
Նշենք նաեւ, որ կադաստրը միայն կիրականացնի գների վերանայում, իսկ թե ինչպես նրանցից կհաշվարկվեն հարկերը, կորոշի արդեն ֆինանսների նախարարությունը։
Բավական երկար քննարկումներից հետո օրինագիծը նորից ստացավ մշտական խորհրդարանական հանձնաժողովի դրական եզրակացությունը։
