«Փաստ» օրաթերթը շարունակում է ներկայացնել «Ճանաչեք և պաշտպանեք ձեր իրավունքները» խորագիրը: Շատ են դեպքերը, երբ քաղաքացիները չեն կարողանում պաշտպանել իրենց իրավունքները, քանի որ իրազեկված չեն, իսկ երբեմն էլ որոշ պետական հիմնարկներ էլ ավելի են շփոթեցնում նրանց:

Օրաթերթը, համագործակցելով ՀՀ փաստաբանների պալատի հետ, այսուհետ հանրային իրազեկման արշավ է կազմակերպում, որը կօգնի մեր քաղաքացիներին իմանալ և պաշտպանել իրենց իրավունքները: Նշենք նաև, որ յուրաքանչյուր հինգշաբթի՝ ժամը 10:00-ից մինչև 17:00-ն փաստաբանների պալատի հանրային պաշտպանի գրասենյակն անվճար խորհրդատվություն է տրամադրում ՀՀ բոլոր քաղաքացիներին:

Հարց.-Ովքե՞ր են հանդիսանում գույքահարկ վճարողներ, և որն է համարվում գույքահարկով հարկվող օբյեկտ:

Գույքահարկ վճարող են համարվում Հայաստանի Հանրապետությունում և օտարերկրյա պետություններում ստեղծված կազմակերպությունները, միջազգային կազմակերպությունները և դրանց կողմից Հայաստանի Հանրապետությունից դուրս ստեղծված կազմակերպությունները, Հայաստանի Հանրապետության քաղաքացիները, օտարերկրյա քաղաքացիները, ինչպես նաև քաղաքացիություն չունեցող անձինք, որոնց Հայաստանի Հանրապետության տարածքում պատկանում է գույքահարկով հարկվող գույքը, բացառությամբ Հայաստանի Հանրապետության պետական մարմինների, Հայաստանի Հանրապետության կենտրոնական բանկի, Հայաստանի Հանրապետության տեղական ինքնակառավարման մարմինների և հիմնարկների:

Գույքահարկով հարկվող օբյեկտ են համարվում․

1. Շենքերը և շինությունները (այսուհետ` շինություններ)` բնակելի նշանակության շինությունները (այդ թվում`անհատական բնակելի տունը, բնակարանը, այգետնակը (ամառանոցը)), բազմաբնակարան շենքի ոչ բնակելի տարածքը (նկուղ, ձեղնահարկ, վերնահարկ և այլն), ավտոտնակը, հասարակական նշանակության շինությունը, արտադրական նշանակության շինությունը, անավարտ (կիսակառույց) շինությունները, Հայաստանի Հանրապետության օրենսդրության համաձայն նոր կառուցված, ձեռք բերված և անշարժ գույքի կադաստր վարող լիազոր մարմնի կողմից հաշվառված ու գնահատված` վերոնշյալ այն շինությունները, որոնք դեռևս չեն ստացել իրավունքների պետական գրանցում, ինչպես նաև սեփականության կամ հողօգտագործման իրավունք ունեցող անձանց կողմից այդ հողամասի վրա ինքնակամ կառուցված շենքերը և շինությունները, այդ թվում՝ բազմաբնակարան շենքերում կամ շենքերին կից ինքնակամ կառույցները,

2. Փոխադրամիջոցները, այդ թվում` ավտոմոբիլային տրանսպորտի միջոցը, ջրային փոխադրամիջոցը, ձյունագնացը, մոտոամենագնացը (քվադրոցիկլը), մոտոցիկլետը:
