Ճապոնիան եւ Ֆրանսիան առաջարկել են Իրանին շուրջ 18.42 միլիարդ դոլարի չափով վարկ տրամադրելու համատեղ նախագիծ nավթի հաշվին երաշխիքով, եթե Թեհրանը կրկին պահպանի Համատեղ համապարփակ գործողությունների ծրագրի (ՀՀԳԾ) դրույթները, հաղորդում է ՌԻԱ Նովոստի-ն՝ հղում կատարելով «Մայնիտի» թերթում հրապարակված հողվածին:

 

Պարբերականի տվյալներով՝ Ճապոնիայի կառավարությունը որոշել է սատարել այս տարի ամռանը Ֆրանսիայի հնչեցրած նախաձեռնությունը Իրանին 15 միլիարդ դոլարի չափով օգնություն տրամադրելու մասին, երբ Թեհրանը պահանջել է մեծացնել պարտքի ծավալները խստացրած պատժամիջոցների բացասական ազդեցությունը փոխհատուցելու համար, եւ հասցնել այդ գումարը 18.42 միլիարդ դոլարի:

 

Պարբերականը նշում է, որ այդկերպ ճապոնական իշխանությունները փորձում են հարթել հնարավոր դժգոհությունը, որը կարող է առաջանալ Տոկիոյի՝ քաղաքացիական նավերին ուղեկցելու համար Հորմուզի նեղուց Ճապոնիայի ինքնապաշտպանության ծովային ուժերի երկու նավ ուղարկելու հետեւանքով: Բացի այդ, թերթի աղբյուների տեղեկատվության համաձայն՝ Ճապոնիայի կառավարությունը ենթադրում է, որ ֆինանսական աջակցությունը կարող է նպաստել Իրանի եւ ԱՄՆ-ի միջեւ միջուկային խնդրի շուրջ երկխոսությանը:

 

Ենթադրվում է, որ վարկի երաշխիքները կապահովվեն նավթի հաշվին, իսկ ֆինանսների նպատակային օգտագործումը կսահամափակվի սննդամթերք եւ դեղամիջոցներ ձեռքբերելով:

 

Այս տարի ամռանը Ֆրանսիան ներկայացել էր որպես Եվրոպայի ներկայացուցիչ Իրանի հետ միջուկային ծրագրի շուրջ գործարքին աջակցելու սեփական նախաձեռնություններով: Ըստ ԶԼՄ-ների՝ Ֆրանսիայի նախագահ Էմանուել Մակրոնը կոչ է արել ԱՄՆ-ի նախագահ Դոնալդ Թրամփին դիտարկել քայլերը, որոնք Իրանին թույլ կտան մեծացնել նավթի արտահանումը: Մտահղացումը, ենթադրաբար, կայանում է նրանում, որ թույլ տրվի Իրանին վաճառել օրական առնվազն 700 հազար բարել նավթ: Այդ ծրագրի երկրորդ դրույթը կայանում է Իրանին շուրջ 15 միլիարդի չափով վարկ դրամադրելու մեջ, որ երկիրը կարողանա շրջանցել ԱՄՆ-ի պատժամիջոցները:

 

Այդ վարկի մասին տեղեկատվությունը հաստատել է նաեւ Իրանի ԱԳ փոխնախարար Աբաս Արաքչին, որը նշել է, որ Թեհրանի կողմից միջուկային գործարքի դրույթները կատարելու հավանականությունը կախված է գումարի չափից:

 

Առաջին անգամ Իրանը հրաժարվել էր կատարել միջուկային գործարքի մի շարք սահմանափակումներն իրանյան միջուկային ծրագրի համաձայնագրից ԱՄՆ-ի դուրս գալու տարելիցի օրը՝ 2018 թվականի մայիսի 8-ին. մեկ տարի սպասելուց հետո իր պատասխանը Թեհրանն անվանել էր «ռազմավարական համբերություն»: Այդ որոշման առաջին փուլը վերաբերում էր հարստացված ուրանի պաշարներին: Դրա արդյունքում Թեհրանի իշխանությունները հայտնել էին միջուկային գործարքի շրջանակում պարտավորությունների կրճատման երկրորդ փուլի մասին՝ հայտարարելով, որ Իրանը չի հարստացնի ուրանն այն մակարդակում, որն անհրաժեշտ է երկրին: Երրորդ փուլը մեկնարկել էր սեպտեմբերի 6-ին, երբ Իրանը հայտարարել էր, որ սկսել է աշխատել մի շարք ցենտրիֆուգաների հետ՝ չսահմանափակելով ինքն իրեն միայն միջուկային հետազոտությունների ոլորտում:
