Սոցիալական այս ֆոնին, մեր երկրի զարգացման տեմպերի պարագայում, երբ հանրության եկամուտները չեն աճում, նվազագույն աշխատավարձը չի ավելանում, գործազրկության բարձր մակարդակի պայմաններում պետական պաշտոնյաների պարգեւատրումները բավականին սուր են ընդունվում։ Այս մասին NEWS.am-ի հետ զրույցում ասաց ՀՅԴ Բյուրոյի տնտեսական հետազոտությունների գրասենյակի ծրագրերի համակարգող Թադեւոս Ավետիսյանը։

 

«Պարգեւավճարը ամսական պարբերական վարձատրություն չէ, այն դրական աշխատանքի հատուկ առաջադրանքներ կատարելու արդյունքում պետք է տրվի։ Գործող միասնական համակարգի փոխարեն անհասկանալի վարձատրության համակարգ է գործում, սա չի կարող ընկալելի լինել»,- նշել է նա։

 

Թադեւոս Ավետիսյանը շեշտում է՝ պարգեւատրումը պետք է կապված լինի աշխատանքի կատարողականի հետ․ «Եթե իհարկե այդքան արդյունավետ է աշխատում կառավարությունը,  ինչու միայն բարձրաստիճաններն են պարգեւատրվում, իրենցից 15 անգամ ցածր աշխատավարձով աշխատող շարքային աշխատողները չեն արժանանում այդպիսի մոտեցման։ Եվ, իհարկե, հարց է առաջանում՝ ուր մնաց թափանցիկ գործելաոճը։ Տեսանելի չէ՝ այդ բարձրաստիճան պաշտոնյաները՝ ինչի համար են պարգեւատրվում»։

 

Ավելի վաղ «Հետք»-ը գրել էր, որ ՀՀ վարչապետ Նիկոլ Փաշինյանի գաղտնի հանձնարարականով էականորեն բարձրացել են նախարարների, փոխնախարարների եւ նախարարությունների գլխավոր քարտուղարների աշխատավարձերը։
