Հետհեղափոխական Հայաստանում թե՛ հանրության շրջանում, թե՛ քաղաքական դաշտում թերևս ամենաքննարկվող և ամենամտահոգող թեմաներից մեկը անկասկած ներդրումներ ներգրավելու կարևորագույն հարցն է: Այս կապակցությամբ կարծիքնեն ու թեզերն ինչ խոսք բազմազան են, պատկերացումները նույնպես: Բայց այդուհանդերձ պետք է քաջ գիտակցենք մի առաջնային նյուանս, որ այդ գործընթացում իր ուրույն դերակատարությունը պետք է ունենա պետությունը, որպես երաշխավոր, որպես միջավայրն առավել նպաստավոր դարձնելու սուբյեկտ: Սա անառրկելի պնդում է, որը ցանկացած փորձագետ կհաստատի: Բայց արի ու տես, որ որոշ դեպքերում հայտնվում են «փորձագետներ», որոնք երբեմն գիտակցաբար, երբեմն դիլետանտին հատուկ կերպով մանիպուացնում են իրավիճակն ու գործընթացի իրականացման և գործիքակազմի ներդրման տեսանկյունից խեղաթյուրված մտքեր են արտահայտում: Ահա այսօր էլ 1in.am կայքում ականատես եղա մի հարցազրույցի, որտեղ հանրային ֆինանսների կառավարման մասնագետ Հովհաննես Ավետիսյանը անդրադառնալով բիզնեսի համար «մեկ պատուհանի» սկզբունքի վերաբերյալ հարցին և վերջերս ԲՀԿ նախագահ Գագիկ Ծառուկյանի ԱԺ-ում արտահայտած մտքին, որ դրա համար ոչինչ չի ձեռնարկվում, ասել է, թե ինչի Ծառուկյանն ինքը չի նախաձեռնում այդ պրոցեսը: Առնվազն տարակուսելի է նման պատասխանը փորձագետից լսել, միանգամից հասկանում ես, որ այս մարդը կոմպետենտ չէ այս հարցում: Հասկանալի է ինչ-որ տեղ նրա ասածները, այո օտարերկրացի ներդրողները հաշվի առնելով Ծառուկյանի անձնական հեղինակությունն ու նրա նկատմամբ ունեցած վստահությունը կատարում են ներդրումներ, բայց այդ պրոցեսն ամբողջությամբ առողջացնելու համար, հարկավոր է նաև պետության միջամտությունը: Այսինքն պետությունը պետք է համապատասխան գործիքակազմի ներդրման և ճկուն քաղաքականության շնորհիվ նպաստավոր միջավայր ստեղծի ներդրողների համար, ինչից էլ անմիջականորեն բխելու է պետության բիզնես գրավչության բարձրացումը: Եվ բացի սա,երբ Հովհաննես Ավետիսյանն ասում է, ինչու Ծառուկյանն ինքը չի նախաձեռնում այդ «մեկ պատուհան» ստեղծելու գործընթացը, վստահաբար կարելի է ասել, որ նա տեղյակ չէ, ԲՀԿ-ական պատգամավոր Միքայել Մելքումյանի արդեն մոտ 1 տարի իրականացրած գործունեությունից՝ այս հարցի շուրջ: Ամենաթարմ օրինակը բերեմ, Մելքումյանն ԱԺ այս քառօրյային ներկայացրել էր այդ նախագիծը քննարկման համար, սակայն մեծամասնության որոշմամբ այն անգամ քննարկման փուլ չհասավ, օրակարգ չմտավ, էլ ինչ անի Ծառուկյանը, որ որոշ փորձագետներ նման խեղված կարծիք չարտահայտեն: Իսկ լրատվականը, որը պարբերաբար փորձագետներ է հրավիրում իր տաղավար նմանօրինակ հարցեր քնարկելու համար, լավ կաներ բանիմաց մեկին հրավիրեր, ով քաջ տեղյակ է այդ ամենից և կարող է ներկայացնել իրական պատկերը, այլ ոչ թե իրենց թերի իմացության պատճառով միտք արտահայտեն, որը չի արտացոլում իրականությունը և լրատվականը դա վերցնի ու վերնագիր տեղադրի: Սա այն թեման է, որ բոլորի շահերը ըստ էության համընկնում են, գոնե նման դեպքերում մի քիչ անաչառ եղեք, խնդիրն իրոք կարևորներից է և հապշտապ լուծում է պահանջում:
