ԿԳՄՍ–ի համակագրում գործող կենտրոնի աշխատակիցների աշխատավարձը փոխանցվել է մոտ մեկ ամիս ուշացումով. «Հրապարակ»

Կրթության և գիտության, սպորտի և մշակույթի նախարարության համակարգում գործող «Մասնագիտական կրթության և ուսուցման զարգացման կենտրոնի» աշխատակիցների աշխատավարձը փոխանցվել է մոտ մեկ ամիս ուշացումով, գրում է «Հրապարակ»–ը։ 

 

Սեպտեմբեր ամսվա աշխատավարձը աշխատակիցներին փոխանցել է հոկտեմբերի 21-ին։ Այս մասին մեր ունեցած տեղեկությունը հաստատեց նախարար Արայիկ Հարությունյանը՝ բերելով հետևյալ պարզաբանումը.

 

 

««Նախնական մասնագիտական (արհեստագործական) և միջին մասնագիտական կրթության և ուսուցման (ՄԿՈՒ) բարեփոխումներ» ծրագիրը իրականացրել է «Կրթության ազգային ինստիտուտ» ՓԲԸ-ն, սակայն ՀՀ կառավարության 2019թ. հունիսի 27-ի N 816-Ն որոշմամբ «Կրթության ազգային ինստիտուտ» ՓԲԸ լուծարվել է և ծրագիրը 2019թ. օգոստոսի 9-ի N ՀՀԿԳՆՄԱԾՁԲ-19/30 ծառայություններ մատուցման գնման պայմանագրով իրականացնում է «Կայուն դպրոցական սնունդ» հիմնադրամը:

 

Համաձայն սահմանված կարգի՝ յուրաքանչյուր ամիս ՀՀ ԿԳՄՍ նախարարություն է ներկայացվում «Կայուն դպրոցական սնունդ» հիմնադրամի և ՀՀ ԿԳՄՍ նախարարության միջև 2019թ-ի օգոստոսի 9-ին կնքված թիվ ՀՀԿԳՆՄԱԾՁԲ-19/30 պայմանագրի կատարման վերաբերյալ հաշվետվությունը, որի մասին եզրակացությունը նախնական (արհեստագործական) և միջին մասնագիտական կրթության վարչության կողմից ներկայացվում է ֆինանսաբյուջետային վարչություն` համապատասխան ֆինանսավորման:

 

 2019թ. սեպտեմբեր ամսվա «Կայուն դպրոցական սնունդ» հիմնադրամի և ՀՀ ԿԳՄՍ նախարարության միջև 2019թ-ի օգոստոսի 9-ին կնքված թիվ ՀՀԿԳՆՄԱԾՁԲ-19/30 պայմանագրի կատարման վերաբերյալ հաշվետվությունը ներկայացվել էր ս/թ. հոկտեմբերի 7-ին էլեկտրոնային տարբերակով: Սակայն նախնական (արհեստագործական) և միջին մասնագիտական կրթության վարչության կողմից հայտնաբերվել էին բացթողումներ, և Մասնագիտական կրթության և ուսուցման զարգացման ազգային կենտրոնի տնօրեն Տաթևիկ Գասպարյանին բանավոր ներկայացվել է պահանջ՝ կատարել շտկումներ վերոնշյալ հաշվետվության մեջ: Շտկված թղթային տարբերակը Մասնագիտական կրթության և ուսուցման զարգացման ազգային կենտրոնի կողմից ներկայացվել է ս/թ. հոկտեմբերի 14-ին, որի հիման վրա նույն օրը եզրակացությունը ներկայացվել է Ֆինանսաբյուջետային վարչություն 2019թ. հոկտեմբերի 14-ի թիվ 08.3/[303748]-19 զեկուցագրով, իսկ ֆինանսավորումն իրականացվել է հոկտեմբերի 16-ին»։

 

Մեզ նաև հայտնի էր դարձել, որ նախկինում դեպք էր գրանցվել, երբ աշխատակիցներին վճարել են, այսպես ասած, կեղտոտ աշխատավարձերը՝ եկամտահարկերի հետ միասին, իսկ հետո խնդրել են, որ եկամտահարկերը հետ վերադարձնեն։ Այս մասին էլ նախարարը պատասխանեց․

 

 «Կայուն դպրոցական սնունդ» հիմնադրամի հաշվապահությունն է իրականացնում Մասնագիտական կրթության և ուսուցման զարգացման ազգային կենտրոնի աշխատակիցների աշխատավարձերի հաշվարկման և փոխանցման գործընթացը, ուստի հարցման 3-րդ կետի վերաբերյալ պարզաբանում ստանալու համար անհրաժեշտ է դիմել «Կայուն դպրոցական սնունդ» հիմնադրամին:
