Պառլամենտական համակարգը և անվտանգության համակարգի արդյունավետությունը

Արման Ալավերդյանը Ֆեյսբուքյան իր էջում գրում է.
Յուրաքանչյուր պետության համար առանցքային նշանակություն ունի անվտանգության ապահովման խնդիրը: Որոշ քաղաքական ուժեր նշում են, թե պետության կառավարկան պառլամենտական ձևը, որը առաջարկվում է սահմանդրության նախագծով, թուլացնում է անվտանգության համակարգը: Սակայն այս փաստարկները որևէ առնչություն չունեն իրականության հետ, քանի որ պատմական փորձը ցույց է տալիս, որ ինչպես նախագահական, այնպես էլ պառլամենտական կառավարման համակարգ ունեցող երկրները կարող են պատերազմի կամ ռազմական գործողությունների ժամանակ ձախողվել կամ հաջողության հասնել:
Անվտանգության ապահովման արդյունավետությունը հիմնականում կախված է նրանից, թե տվյալ կառավարման համակարգում ինչպիսի լուծումներ են նախատեսվում, որպեսզի զինված ուժերի ղեկավարումն ու օպերատիվ կառավարումը լինեն այնպիսին, որ հնարավորություն տան պատերազմական և ճգնաժամային իրավիճակներում արագ ու արդյունավետ որոշումներ կայացնել:
Սահմանադրության նոր նախագծով զինված ուժերի կառավարելիությունը ավելի դյուրին է, քան գործող համակարգով: Գործող համակարգում, եթե ՀՀ նախագահը և կառավարությունը լինեն տարբեր քաղաքական ճամբարներից, ապա արդյունավետ և օպերատիվ պաշտպանությունը մեծապես կբարդանա:
