Ընդհանրապես մեր երկրում հեղափոխական տնտեսական քաղաքականություն չեմ տեսնում՝ ո՛չ կառավարության գործունեության, ո՛չ էլ 2020-ի բյուջեի նախագծում: Այս մասին Tert.am-ի հետ զրույցում ասաց ՀՅԴ ԳՄ անդամ, գյուղատնտեսության նախկին նախարար Արթուր Խաչատրյանը՝ անդրադառնալով Նիկոլ Փաշինյանի՝ ԱԺ–ում բյուջեի նախագծի քննարկման ժամանակ հնչեցրած հայտարարությանը, թե տնտեսական հեղափոխությունն անզեն աչքով էլ նկատելի է թափ է հավաքում:
«Չգիտեմ, մարդ կա՝ ավելի սուր աչք ունի, մարդ էլ կա, որ այդքան սուր աչք չունի, ես անզեն աչքով տնտեսական հեղափոխություն չեմ տեսնում, ես իրենց թվերով տնտեսական հեղափոխություն չեմ տեսնում: Ասում են՝ պետք է լինի ներառական տնտեսական աճ, հիմա ներառականությունը որքա՞ն է կազմել անցյալ տարի, 5 տարի առաջ և իրենց ներառականությունը որքա՞ն են պատկերացնում մյուս տարի, 3 տարի հետո: 5-6 տոկոս տնտեսական աճ են կանխատեսում, լավ բայց ինչի՞ հաշվին, որովհետև տնտեսությունը աճում է, թե որ ստվերի շատ փոքր մաս դուրս են բերել: ՀԴՄ-ները որ տպում են, աշխատողներին գրանցում են, շատ լավ բան է, բայց պետք է հասկանանք՝ ստեղծում են նոր աշխատատե՞ղ, թե եղած աշխատեղն է ստվերից դուրս բերվում»,- ասաց նա:
Արթուր Խաչատրյանը նաև ասաց, որ տնտեսագիտությունը քնարերգություն չէ, թվեր է սիրում, եթե ասում են՝ ստվերի դեմ արդյունավետ են պայքարում, ապա ՀՆԱ-ն կիսով չափ պետք է աճեր:
«Ժամանակին ասում էին՝ Հայաստանի ՀՆԱ-ի 30-40 տոկոսը ստվերում է, եթե ստվերի դեմ արդյունավետ պայքարում են, ապա հարկեր-ՀՆԱ ցուցանիշն էականորեն պետք է աճեր, աճը 2 տոկոսին մոտ է, շատ փոքր է»,- ասաց նա:
Անդրադառնալով սոցիալական պաշտպանության քաղաքականությանը՝ Արթուր Խաչատրյանն ասաց, որ այն չպետք է սահմանափակվի սոցիալական նպաստներ տալով, պետք է նպաստ ստացողների քանակը պակասեցնել, աշխատեղեր ստեղծել:
«Ես ուրախ կլինեի, որ սոցիալական բյուջեի մեջ աշխատանքի բաղադրիչը մեծ լիներ, որ
կառավարությունը չասեր՝ ես պայքարել եմ օլիգարխների, կոռուպցիայի դեմ, դու վե՛ր կաց և քայլի՛ր, քո գլխի ճարը տե՛ս, եթե ունակ մարդ ես»,- ասաց նա՝ հավելով, որ 2020-ի բյուջեի նախագիծը ևս նշված տրամաբանության մեջ է:
