Երբ քաղաքացու ձայնը լսելի է

Երբ պարբերաբար այս կամ այն խնդիրը հայտնվում է մամուլի ուշադրության կենտրոնում և քննադատության արժանանում, պետական գերատեսչությունները և պաշտոնյաները քննադատությունը սվիններով են ընդունում, երբեմն նաև՝ որպես անձնական վիրավորանք։
Մինչդեռ մեր նպատակը ոչ թե այս կամ այն գերատեսչությանն ուղղակի քննադատելն է, այլ խնդրի վրա ուշադրություն սևեռելը։ Կարծում ենք՝ բոլորիս նպատակն ի վերջո մեկն է՝ խնդիրների արձանագրում և դրանց լուծում։ Սեփական փորձից ելնելով, վստահաբար ասում եմ, որ իմ՝ որպես քաղաքացու և ոչ որպես «Փաստ» օրաթերթի լրագրողի բարձրաձայնած խնդիրները ոչ միայն լսելի եղան, այլ գուցե շատերի համար դանդաղ տեմպերով, բայց լուծում ստացան։
Ամիսներ շարունակ Կարեն Դեմիրճյանի անվան մարզահամերգային համալիրի շրջակայքի շենքերի բնակիչներն ահազանգում էին, որ համալիրի մոտ գտնվող ստորգետնյա անցումն անմխիթար վիճակում է՝ պատերը քանդվում են, հատակը որոշ հատվածներում ուռել է, իսկ լուսավորությունը գրեթե բացակայում է։
Մտավախություն կար, որ որոշ ժամանակ հետո գուցե այստեղ նույն պատկերն ունենայինք, ինչ Սուրբ Սարգիս եկեղեցու մոտ գտնվող ստորգետնյա անցումում։ Բայց փաստորեն նման պատկեր չենք ունենալու, ամեն դեպքում, եթե քաղաքացիները ևս հոգատար լինեն մայրաքաղաքի շինությունների և գույքի հանդեպ։
Արդեն մի քանի օր է, ինչ այստեղ կապիտալ վերանորոգում է սկսվել, բացի դա, շուրջբոլորը տեղադրվել են լեդ լուսատուներ։
Բացի սա, օրերս զանգահարել էի Աջափնյակ վարչական շրջանի թեժ գծին։ Հալաբյան փողոցի վրա տեղադրված մեկ էկրանի լուսավորությունը թափանցում էր բնակարան և խանգարում քնել։
Ներկայանալով բացառապես որպես քաղաքացի՝ թեժ գծի աշխատակցին ներկայացրեցի խնդիրը, նա գրանցեց հեռախոսահամարս՝ խոստանալով այն փոխանցել համապատասխան բաժնին։
Մի քանի րոպե հետո զանգահարեցին համայնքապետարանի գովազդի բաժնից, լսեցին բողոքս։ Եվս մի քանի զանգ, որոնց վերջնարդյունքը եղավ զրույցը գովազդային ընկերության տնօրենի հետ։
Խնդիրը ներկայացրեցի, ստացա բացատրությունը, եկանք ընդհանուր հայտարարի, արդյունքում խնդիրը լուծվեց։
Սա լավագույն օրինակներից է, որ իմ՝ որպես քաղաքացու ձայնը լսելի եղավ, իսկ դա կարող է երաշխիք լինել, որ թե՛ մայրաքաղաքի վարչական շրջաններում, թե՛ մարզերում և գյուղական համայնքներում փոքր ու մեծ խնդիրները ոչ միայն կարձանագրվեն, այլև լուծում կստանան։
