Հանրային խորհրդի նախագահ Վազգեն Մանուկյանը հրաժարակ է տվել։ Նա կոչով դիմել է խորհրդի անդամներին․

«Սիրելի‘ գործընկերներ,

Նոր իշխանություններն ունեին բացառիկ հնարավորություն մեր երկիրը տանել զարգացման ուղղությամբ, ժողովրդին համախմբել համազգային  խնդիրների շուրջ, նպաստել մեր  քաղաքացիների բարեկեցությանը՝ կառուցելով ավելի ժողովրդավար ու ավելի արդյունավետ ազգային պետություն:

Ցավոք, իշխանությունները գնացին այլ ուղղությամբ, և այսօր մեր երկրում ձևավորվել է անվստահության և ատելության աննախադեպ աստիճանի մթնոլորտ, տեղի է ունեցել հասարակական այնպիսի պառակտում, ինչպիսին երբեք չի եղել: Եվ սա այն դեպքում, երբ աշխարհն ու մեր տարածաշրջանն այսքան փոխվել են՝ ավելացնելով նոր վտանգներ ու մարտահրավերներ մեր անվտանգության հարցում, Արցախի հարցում:

Այս պայմաններում իշխանության նպատակը պետք է լիներ հասարակության մեջ առկա ճաքերը մեղմելը, համերաշխության մթնոլորտ ստեղծելը, ժողովրդին համախմբելը: Այդ նպատակի իրականացման համար ամենաարդյունավետ գործիքներից մեկը կարող էր լինել հենց Հանրային խորհուրդը, որի կարևոր գործառույթներից մեկը, համաձայն օրենքի, Կառավարության, պետական կառավարման համակարգի մարմինների և քաղաքացիական հասարակության ինստիտուտների միջև փոխադարձ վստահության, երկխոսության և գործընկերային հարաբերությունների ձևավորմանը նպաստելն է:

 

Փոխարենը իշխանությունները շարունակում են քննարկել նախագծեր և անել քայլեր, որոնք ավելի ու ավելի են պառակտելու մեր հասարակությունը. դա անցումային արդարադատությունն է, առանց մեղադրական եզրակացությունների գույքի բռնագանձման օրինագիծը, կրթական ոլորտի փոփոխությունները, քաղաքական խնդիրներ լուծելու նպատակով դատաիրավական համակարգն օգտագործելը և այլն:

Հանրային խորհրդի վերջին նիստին ես Ձեզ ներկայացրեցի, որ մի քանի անգամ փորձել եմ հանդիպել վարչապետի հետ, գտնել համագործակցության եզրեր՝ թուլացնելու հասարակության մեջ առկա լարվածությունը և Հանրային խորհրդի միջոցով կանխելու որոշ քայլեր, որոնք, իմ կարծիքով, վտանգավոր են պետության համար: Գիտեք նաև, որ այդ փորձերն ապարդյուն են անցել:

 

Մեր վերջին նիստից անցել է որոշակի ժամանակ, և նորից ոչ մի արձագանք:

Այս պայմաններում իմ հետագա գործունեությունը Հանրային խորհրդում համարում եմ անիմաստ և դուրս եմ գալիս խորհրդից, ինչի մասին արդեն գրավոր տեղեկացրել եմ կառավարությանը:

Կշարունակեմ պայքարը հանուն մեր պետության և ժողովրդի շահերի, ինչպես պայքարել եմ իմ ողջ կյանքի ընթացքում:

Շնորհակալություն եմ հայտնում բոլորիդ: Շատերիդ հետ հետաքրքիր ու դժվարին ճանապարհ ենք անցել դեռևս 2009 թվականից՝ փորձելով  ստեղծել քաղաքակիրթ հարթակ, ձևավորել հանրային նոր մշակույթ, գտնել փոխզիջումային լուծումներ հասարակության ու իշխանության միջև ծագած խնդիրների, վեճերի և լարվածության ժամանակ:  

Հուսով եմ, որ Հանրային խորհուրդը կշարունակի պահպանել իր որակը և կշարունակի ծառայել  իր նպատակներին»,-նշել է նա:
