«ՊԵԿ-ն ունի էլեկտրոնային փականներ». Անանյանը՝ Իրանի եւ Վրաստանի հետ սահմանային հսկողության մասին համաձայնագրերի մասին
SOCIETYԱրձանագրությունները, որոնք ստորագրվեցին Վրաստանի եւ Իրանի հետ, սահմանային հսկողությունը դյուրացնելու մասին է մաքսային մարմինների միջեւ տեղեկատվության փոխանակման առումով։ Այս մասին այսօր՝ նոյեմբերի 18-ին, լրագրողների հետ զրույցում ասաց ՊԵԿ նախագահ Դավիթ Անանյանը՝ խոսելով Վրաստանի եւ Իրանի միջեւ ստորագրված համաձայնագրերի մասին։
«Պատկերացրեք մի իրավիճակ, երբ Հայաստանից բեռներ են տեղափոխվում Վրաստան կամ Իրան, կամ հակառակը՝ Վրաստանից կամ Իրանից է տեղափոխվում ՀՀ, մաքսային մարմնի մոտ տեղեկատվություն է գեներացվում ապրանքի կամ տրանսպորտային միջոցի վերաբերյալ, մինչեւ ապրանքի կամ տրանսպորտային միջոցի՝ ՀՀ սահմանը կամ ներմուծվող երկրի սահմանը հատելը տեռղեկությունը փոխանցվում է պայմանավորվող պետության մաքսային մարմնին։ Մի երկրի մաքսային մարմինը բեռի վերաբերյալ նախնական տեղեկատվությունն ունենալուն պես անմիջապես ուղարկում է մյուս երկրի մաքսային մարմնին, որ սահմանային հսկողությունն ավելի դյուրացվի»,-նշեց նա։
Անանյան ասաց, որ նմանատիպ ծառայություն կար, բայց դա ուղղակի երկու գերատեսչությունների մակարդակով փոխհամագործակցություն էր․ «Այն, ինչ ստորագրվեց այսօր, դա տարիներ առաջ երկու երկրների միջեւ ստորագրված համաձայնագրի գործողությունների շրջանակներում էր։ Սա լինելու է միջպետական համագործակություն եւ իրավական պարտականություն երկու երկրների միջեւ։ Եվ տեղեկատվական տեխնոլոգիաների կիրառմամբ տեղեկատվության փոխանակման մասին է խոսքը եւ այստեղ թե մաքսանենգության դեմ առումով կլինի ավելի արդյունավետ գործողություն եւ թե նաեւ ուղղակի մաքսային հսկողության, բեռների դասակարգման առումով ավելի արդյունավետ կլինի»։
ՊԵԿ նախագահի խոսքով՝ թե Իրանի եւ թե Վրաստանի հետ ստորագրված համաձայնագրերը նույնաբովանդակ են։
Նա հավելեց նաեւ, որ վրացի գործընկերների հետ ստորագրել են էլեկտրոնային փականների կամ էլեկտրոնային կնքիների կիրառման մասին մտադրությունների հուշագիր․ «Կան էլեկտրոնային փականներ, որ ՊԵԿ-ն այսօր ունի։ Դրանք դրվում են բեռների վրա եւ էլեկտրոնային եղանակով բեռների հետագծելիությունը ուսումնասիրվում է թե վրացի գործընկերների, թե ՊԵԿ-ի կողմից, առանց բեռների ֆիզիկական հսկողության»։
