Տեղական արտադրանքը նույնպես կթանկանա

2020 թվականի հունվարի 1-ից երրորդ երկրներից ներմուծվող 699 ապրանքատեսակի դեպքում սկսում են գործել ԵԱՏՄ մաքսային դրույքաչափերը, ինչը ենթադրում է այդ ապրանքների գնաճ։ Ակնհայտ է, որ կան ապրանքներ, որոնց թանկացումը մեծապես չի հարվածի սպառողների գրպանին։ Ամեն օր երաժշտական գործիք, կահույք կամ տեխնիկա չես գնում, սակայն մտահոգիչ է, որ հունվարից սպասվող գնաճն անդրադառնալու է նաև առաջին անհրաժեշտության ապրանքների վրա։
Օրինակ՝ ոչ ԵԱՏՄ երկրներից ընտանի թռչնի, խոշոր եղջերավոր անասունի սառեցրած մսի ներմուծման դեպքում մաքսատուրքը կբարձրանա 2,5-3, կաթնամթերքի և կարագի դեպքում՝ 2, մարգարինի՝ 12, բրնձի՝ 3, արևածաղկի ձեթի՝ 2, շինանյութի, ցեմենտի և դրա հավելումների դեպքում՝ 3 տոկոսով։
Գնաճ է լինելու նաև երրորդ երկրներից դեղորայքի ներմուծման դեպքում։ Ներմուծված դեղագործական արտադրանքը, դեղամիջոցներն ու անտիբիոտիկները թանկանալու են 2-4 տոկոսով։
Գյուղատնտեսության ոլորտը ևս անմասն չի մնա թանկացումներից։ Գյուղատնտեսական մթերքների, կենդանիների կերերի, հացահատիկի, հացահատիկի սերմնացուի մաքսազերծման համար սահմանին ներմուծողները կվճարեն 3-4, իսկ պարարտանյութեր ներմուծողները՝ 2,5-4 տոկոսով ավելի։
Սա, իհարկե, սպասվող թանկացումների ամբողջական ցանկը չէ։
Այս գնաճը զսպելու լավ մեխանիզմ կարող է լինել տեղական արտադրանքի ավելացումը, սակայն այստեղ խնդիր է այն, որ արտադրանքը, որի հումքը ներմուծվելու է երրորդ երկրներից, նույնպես կթանկանա՝ շուկայում իր գոյությունն ապահովելու համար։
Այս մասին փաստում են նաև փորձագետները՝ «Փաստի» հետ զրույցում նշելով, որ թանկացումները կախված են լինելու նրանից, թե որ երկրի ծագման ապրանքն է ներմուծվելու Հայաստան:
Նրանք ընդգծում են, որ կառավարությունը, տեղական արտադրությանը խթանելով, չի կարող հանգեցնել նրան, որ տեղական արտադրանքի գներն առնվազն հավասար լինեն ներմուծվող ապրանքների գներին։
Խնդիրն այն է, որ փոքր շուկայի դեպքում մասշտաբի էֆեկտ և ավելի ցածր ինքնարժեք կարելի է ապահովել միայն ավելի մեծ ծավալների դեպքում, իսկ ներմուծման բարձր մաքսատուրքերի դրույքաչափերի պարագայում մեր սպառողն ինքն է որոշելու` գրեթե նույն գների դեպքում ընտրել տեղակա՞ն, թե՞ այլ երկրի ծագման ապրանքներ:
