Վճարիր 10.000.000 մլն դրամ և ազատվիր ծառայությունից. Հայկ Սարգսյան
POLITICSԱյս օրինագծով մենք ասում ենք՝ հարգելի քաղաքացի, շուտ վերադարձիր, մի սպասիր մինչեւ քո 27 տարին լրանալը, արի ծառայիր մեկ ամիս, վճարիր 10 մլն դրամ, որով երկու քաղաքացի քո փոխարեն կծառայի եւս երկու տարի: Այս մասին, այսօր՝ նոյեմբերի 29-ին, ԱԺ-ում լրագրողների հետ հանդիպման ժամանակ նշեց «Իմ քայլը» խմբակցության պատգամավոր Հայկ Սարգսյանը, որը հանդես է եկել օրենսդրական նախաձեռնությամբ: Օրինագիծը կոչվում է «Արագացված զինվորական ծառայության մասին»:
Նրա խոսքով, այսօր կա կարգավորում, որ 27 տարին լրացած եւ պարտադիր զինծառայությունից խուսափած անձինք կարող են վճարել բացակայած ամեն զորակոչի համար 200 հազար դրամ եւ ազատվել քրեական պատասխանատվությունից. «Ըստ էության, եթե նրանք չեն ներկայացել ոչ մի զորակոչի, նրանք, մուծում են 3,6 մլն դրամ: Այս կարգավորումը գործում է 2005 թվականից: Մինչ օրս մեր քաղաքացիները հնարավորություն են ունեցել չծառայել, գտնվել արտերկրում, զինապարտության տարիքը լրանալուց հետո վերադառնալ Հայաստան, մուծումները կատարել եւ պատասխանատվության չենթարկվել: Ես առաջարկում եմ մեր հայրենակիցներին վերադառնալ մինչեւ 27 տարեկանը լրանալը եւ վճարել 10 մլն դրամ, որից հետո ծառայել արագացված ընթացակարգով՝ մեկ ամիս: Այդ ընթացքում նրանք սովորելու են զինված ուժերում ծառայելու բոլոր կանոնները, զենքից օգտվելու կարգը, տալու են զինվորական երդում, պարտավորվելու են ներկայանալ զորահավաքներին, ընդգրկվելու են պահեստազորում: Այսինքն մեր պահեստազորը համալրվելու է մեկ զինվորով, ՊՆ-ն ունենալու է հավելյալ 10 մլն դրամ»,-ասաց Հայկ Սարգսյանը:
Նա վստահություն հայտնեց, որ այս օրինագծի կիրառման դեպքում մեր զինված ուժերը կուժեղանան: Պատգամավորը հավելեց, որ այն երիտասարդները, որ չեն ուզում ծառայել բանակում, մինչեւ 18 տարեկանը լրանալը լքում են Հայաստանը եւ չեն կատարում իրենց պարտքը, 27 տարեկանը լրանալուց հետո վերադառնում են, վճարում են 3,6 մլն դրամ եւ չեն ծառայում:
«Մենք սրանով ՀՀ ենք վերադարձնելու այն քաղաքացիներին, որոնք ուզում են գալ, բայց բանակում ծառայելու կամ քրեական պատասխանատվության ենթարկվելու հեռանկարով պայմանավորված չեն գալիս»:
Դիտարկմանը, որ հարուստները հեշտությամբ այդ փողը կտան եւ կազատվեն զինծառայությունից, արդյունքում բանակը կհամալրվի աղքատ ընտանիքների տղաներով, Հայկ Սարգսյանը նշեց, որ այսօր կան երիտասարդներ, որոնք ունեն այդ 10 մլն դրամը եւ ուզում են վերադառնալ Հայաստան. «Ես ուզում եմ նրանց տալ այդ հնարավորությունը, այլապես նրանք այդ քայլին չեն դիմում:
Հայաստանում ապրող մարդիկ նույնպես զինծառայությունից խուսափելու համար մեկնում են Հայաստանից, սրանով հնարավորություն է տրվում, որ նրանք չհեռանան Հայաստանից: Մենք տալիս ենք հնարավորություն, որ չլքեն հայրենիքը՝ տանելով իրենց միջոցները, ընկերներին, հարազատներին:
Այն մարդկանց, որոնք ասում են, որ դեմ են այս նախագծին, ես հարց եմ տալիս՝ իսկ դեմ կլինեի՞ք, եթե օրինակ, արագացված ծառայությունը լիներ մեկ տարի, եւ վճարեին 50 մլն դրամ»:
Նա խոստովանեց, որ դեռեւս պաշտպանության նախարարի հետ այս թեմայով զրույց չի ունեցել:
