 Սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովի անդամ Հրայր Թովմասյանը հակադարձում է որոշ ընդդիմադիրների այն կարծիքին, թե բարեփոխումների ընդունումից հետո երկրում ստեղծվելու է անիշխանություն, քանի որ կարևոր որոշումների համար պատասխանատու է լինելու ոչ թե նախագահը, այլ պատգամավորները:

 «Այո և ոչ» հեռուստանախագծի շրջանակներում Արմավիրի Մերձավան համայնքում բնակիչների հետ հանդիպմանը Հրայր Թովմասյանը նշեց, որ բացարձակապես սխալ է համարում նման դիրքորոշումը: «Գործող համակարգում ևս հանրապետության նախագահը, ըստ Սահմանադրության, պատասխանատու է բացառապես արտաքին քաղաքականության և պաշտպանության ու անվտանգության համար: Նախագահի կողմից երբեմն սոցիալ-տնտեսական, մշակութային հարցերին անդրադառնալը պայմանավորված է այն հանգամանքով, որ գործող նախագահը նաև այն կուսակցության ղեկավարն է, որն ունի մեծամասնություն խորհրդարանում և ձևավորել է կառավարություն: Եթե այս պարագայում կարող է քիչ թե շատ հիմնավոր լինել, որ հանրապետության Նախագահն այդ խնդիրներին կարող է անդրադառնալ այլևս ոչ թե որպես երկրի ղեկավար, այլ կուսակցության ղեկավար, որը ձևավորել է կառավարություն, ապա այն դեպքում, երբ Նախագահը և խորհրդարանը կլինեն տարբեր, Նախագահն ընդհանրապես այդ հարցերին չի կարող անդրադառնալ և Սահմանադրությամբ, և փաստացի»,-բացատրեց Թովմասյանը:

Թովմասյանը մանրամասնեց, որ այն մոտեցումը, որ վարչապետը պատասխանատու է խորհրդարանի առջև, բնավ չի ենթադրում, թե սրանից հետո նաև լիազորություններն են փոխանցվում խորհրդարանին: «Ես ձեզ վստահեցնում եմ, որ կառավարման խորհրդարանական համակարգում վարչապետների լիազորությունները և պատասխանտվությունը մի քանի անգամ ավելի շատ են, քան կիսանախագահական համակարգում նախագահի պատասխանատվությունը: Եվ պատասխանատու լինել խորհրդարանի առջև բնավ էլ չի նշանակում, թե այդ լիազորությունները փոխանցվում են խորհրդարանին: Այս պարագայում կա հստակ պատասխանատո ւ՝ դա վարչապետն է և այն քաղաքական ուժը, որն ունի մեծամասնություն, ինչը չի կարող լինել կիսանախագահական կառավարման համակարգում»,- հավելեց Հրայր Թովմասյանը:

Անդրադառնալով խորհրդարանական կառավարման համակարգի դեպքում քաոսային իրավիճակների առաջացման հնարավորությանը, ինչպես ժամանակին եղել է խորհրդարանական կառավարման համակարգ ունեցող մի քանի երկրներում, Թովմասյանն ընդգծեց, որ այդ խնդիրները սահմանադրական բարեփոխումների առաջարկվող նախագծով ևս կարգավորվել են: «Խոսքն այս դեպքում վարչապետին կոնստրուկտիվ անվստահություն հայտնելու մեխանիզմի մասին է, որի պարագայում դուք վարչապետին կարող եք հանել միայն նոր վարչապետ ընտրելու դեպքում: Դա այդ կայուն մեծամասնության ինստիտուտի ամրագրումն է, որ ի ժամանակ դու երաշխավորում  ես, որ ի սկզբանե որևէ քաղաքական ուժ, որը կարող է լինել կամ մեկ կուսակցություն, կամ մի քանի կուսակցությունների կոալիցիա, կարող է ստանձնել այդ պատասխանատվությունը: Շատ կարևոր է նաև այն հանգամանքը, որ առաջարկվող փոփոխություններով կառավարությանն անվստահություն հայտնելու գործընթացը չի կարող ամիսներ տևել: Այդ բոլոր խնդիրները պետք է սկսել և ավարտել ընդամենը 3 օրվա ընթացքում: Նաև նոր ձևավորված կառավարությունն ունի որոշակի ժամանակահատված իր ծրագրերն իրականացնելու համար և այդ ընթացքում ազատ է որոշակի պատասխանատ վության ենթարկվելուց»,- եզրափակեց  նա:
