Շնորհակալ եմ վստահության համար եւ տալիս եմ իմ համաձայնությունը առաջադրվելու եւ մասնակցելու 2020 թվականին Արցախի նախագահական ընտրություններին: Այս մասին այսօր՝ նոյեմբերի 30-ին, Արցախի «Արդարություն» կուսակցության արտահերթ համագումարում հայտարարեց Արցախի հերոս, գեներալ Վիտալի Բալասանյանը:

«Ես այս քաղաքական պայքարի մեջ եմ մտնում հանուն մեր ժողովրդի համերաշխության եւ միասնության, հանուն արցախցու արժանապատվության»,-ընդգծեց Բալասանյանը:

Նա իր ելույթում, մասնավորապես, նշեց. «Մենք առավել կարեւորում ենք հետեւյալը՝ Հայաստանը որպես Արցախի եւ նրա բնակչության ֆիզիկական անվտանգության երախավոր որքանո՞վ է համարժեք գնահատում եւ արձագանքում հայկական երկու պետություններին նետված նոր մարտահրավերներին: Արդյոք բավարար չափով են չեզոքացվում առկա սպառնալիքները:

2018-ին Հայաստանում տեղի ունեցած իշխանփոխության արդյունքում Արցախի խնդրի կարգավորման հարցում ստեղծվեց նոր իրավիճակ՝ պայմանավորված ՀՀ իշխանությունների որդեգրած նոր մոտեցումներով, սկզբունքներով, մարտավարությամբ եւ ռազմավարությամբ: ՀՀ-ում ստեղծված այս նոր իրողություններին արագ արձագանքեցին Ադրբեջանի իշխանությունները: Նրանց ռազմավարությունը  մնաց նույնը՝ այն է՝ վերացնել Արցախի սուբյեկտայնությունը, տարածքը բռնակցել իրեն, իսկ տեղի բնակչության համար նախատեսել Բաքվի, Սումգայիթի, Գանձակի եւ հայկական այլ բնակավայրերի հայության ճակատագիրը, իսկ մարտավարության մեջ տեղի ունեցան փոփոխություններ»,-ասաց Բալասանյանը:

Վիտալի Բալասանյանը նկատեց, որ Արցախն արդեն կայացած պետություն է իր ինստիտուտներով. «Այո, դեռեւս կա Արցախի չլուծված հիմնախնդիր, որը պետք է լուծվի: Այդ հարցում մեր դիրքորոշումը չի փոխվել՝ Արցախի եւ Ադրբեջանի փոխադարձ ճանաչումը եւ հակամարտության ուժային լուծումից հրաժարումը պետք է ելակետային դառնա, ոչ թե հանդես գա նրանց միջեւ բանակցությունների վերջնակետ: Մեր կողմից Ադրբեջանին բավականին զիջումներ արդեն իսկ արվել են: Զիջել ենք, երբ 1994-ին ստորագրեցինք զինադադարի մասին համաձայնագիրը, զիջեցինք, երբ դադարեցրինք դառնալ բանակցային կողմ, զիջեցինք, երբ 2016-ի ապրիլին համաձայնեցինք կասեցնել հաջողությամբ իրականացվող հակահարձակումն Ադրբեջանի զինված ուժերի նկատմամբ»,-ընդգծեց Վիտալի Բալասանյանը:

Նա նկատեց, որ պատերազմող երկրի համար մեծ շռայլություն եւ պարտության նախապայման է առկա աշխարհաքաղաքական իրավիճակը ոչ համարժեք գնահատելը. «Մեր երկրի անվտանգությունը մեծացնելու համար անհրաժեշտ հրամայական է առավել սեղմ ժամկետներում վերականգնել ժողովրդի խարխլված համերաշխությունը, վերացնել աղքատությունը, սոցիալական արդարության դեֆիցիտը, առավել արդյունավետ դարձնել տնտեսության կառավարումը: Արցախիցն պետք է ապրի արժանապատիվ կյանքով, պատանդին պետք է ստանա հայեցի դաստիարակություն եւ կրթություն»,-ընդգծեց նա:
