ՀՀ ՏՄՊՊՀ-ն «ՀԿԵ »-ում հայտնաբերված խախտումների փաթեթն ուղարկել է ՌԴ հակամենաշնորհային ծառայություն

Հայաստանի Տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովը մի շարք խախտումներ և խնդիրներ է հայտնաբերել «Հարավկովկասյան երկաթուղիներ» ընկերության գործունեության մեջ և դրանք ներկայացրել Ռուսաստանի հակամենաշնորհային ծառայությանը: Այդ մասին կառավարության նիստից հետո լրագրողների հետ զրույցում նշեց ՀՀ ՏՄՊՊՀ նախագահ Արտակ Շաբոյանը:
«Կան բազմաթիվ խնդիրներ, որոնք ՀՀ ՏՄՊՊՀ-ն ուսումնասիրությունների արդյունքում բացահայտել է: Մենք բացահայտումների փաթեթն արդեն ուղարկել ենք ՀՀ տրանսպորտի և կապի նախարարություն և քանի որ «Հարավկովկասյան երկաթուղիներ» ընկերությաունը հանդիսանում է Ռուսական երկաթուղիների 100 տոկոսանոց դուստր ընկերությունը, մենք այդ փաթեթն արդեն իսկ ուղարկել ենք նաև ՌԴ հակամենաշնորհային ծառայություն, քանի որ տրանսպորտային ոլորտը գտն վում է նրա ուշադրության կենտրոնում: Ռուսական կողմն էլ ունի բացահայտված բազմաթիվ խնդիրներ և մինչ փաթեթն ուղարկելը՝ մենք հարցը քննարկել ենք ռուս գործընկերների հետ: Խնդիրները նրանց շատ են հետաքրքրել և իմ ռուս գործընկերը խոստացել է հետաքննություն անցկացնել այդ ուղղությամբ, մանրամասն ուսումնասիրել, անհրաժեշտության դեպքում վարույթ հարուցել Ռուսական երկաթուղի ընկերության նկատմամբ և կիրառել խիստ պատասխանատվության միջոցներ»,- «Արմենպրես»-ի փոխանցմամբ՝ ասաց Շաբոյանը:
Հարցին՝ ինչու բացահայտումները չեն ուղարկվում դատախազություն՝ Շաբոյանն ասաց, որ եթե պաշտոնկան դիրքի չարաշահումներ, չարաշահման երևույթներ լինեն և դրանք ամբողջովին հիմնավորվեն, ապա փաստաթղթերը կուղարկվեն համապատասխան ուղղություններով:
«Այս պահին չարաշահման գումար չեմ կարող նշել, կան խնդիրներ, որոնք մի քանիսն են՝ գնումների օրենսդրության պահանջների խախտումներ, ընթացիկ ծախսերի հետ կապված հարցեր, որոնք ներառվում են ներդրումների մեջ, մինչդեռ մենք կարծում ենք, որ այդ ծախսերը չեն կարող համարվել ներդրումներ և դրանք ներառելով ներդրումների կազմում՝ պարզապես ուռճացվում է ներդրումների մեծությունը, քանի որ ընկերությունը մեր երկրում ներդրումներ կատարելու պարտավորություն ունի: Բացի այդ, իրականացվում են բավականին շատ աշխատանքներ, որոնք չեն համաձայնեցվում պետական լիազոր մարմնի կողմից»,- ասաց ՀՀ ՏՄՊՊՀ նախագահը:
Միաժամանակ, Շաբոյանն ասաց, որ իհարկե, կան նաև խնդիրներ, որոնք կարող են վկայել չարաշահումների մասին, մասնավորապես, ոչ պիտանի վագոնները շատ ավելի էժան գներով վաճառվում են վրացական ընկերություններին և այլն:
