77 ձայնանոց «հեղափոխական» բյուջե
POLITICSԵրեկ խորհրդարանն ընդունեց 2020 թվականի պետական բյուջեն: Կողմ քվեարկեց 77 պատգամավոր (ներառյալ գործուղման մեջ գտնվող և իրենց քվեարկությունների մասին դիմած պատգամավորների ձայները), դեմ՝ 37:
Դեմ քվեարկողները, ինչպես և նախապես հայտարարվել էր, ընդդիմադիր ԲՀԿ և ԼՀԿ խմբակցությունների պատգամավորներն էին:
Այսինքն, բյուջեին կողմ էին միայն «իմքայլականները»: Ամփոփիչ խոսքում վարչապետ Փաշինյանն այս բյուջեն գնահատում էր որպես հեղափոխական:
Ուշագրավ է, որ հանձնաժողովներում քննարկումների ժամանակ նույն Փաշինյանը տվել էր «պահպանողական» որակումը:
Չնայած այս ընթացքում գրեթե շոշափելի ոչինչ չի փոխվել նախագծում, սակայն վարչապետը հանկարծ որոշել էր, որ արդեն հեղափոխական է ընդամենը 4,9 տոկոս տնտեսական աճ նախատեսող բյուջեն:
Վարչապետը երեկ նորից ամբողջ պատասխանատվությունը բարդեց շարքային քաղաքացիների վրա՝ կոչ անելով աշխատել:
Նա, իհարկե, ճիշտ է. լավ ապրելու համար չկա այլ բանաձև, քան աշխատելն է: Սակայն Փաշինյանը հերթական անգամ ակնարկում է, որ պետության վրա մարդիկ հույս չդնեն, իրենք իրենց գլխի ճարը տեսնեն՝ մոռանալով, որ չեն կարող բոլորը գործարար լինել:
«Փաստի» հետ զրույցում տնտեսագետ Թադևոս Ավետիսյանն ասում է.
«Մեր երկիրը գործող Սահմանադրությամբ սոցիալական պետություն է։ Սահմանադրությամբ հստակ սահմանված են պետության պարտավորությունները, որոնք պետք է իրականացնի գործող իշխանությունը։
Դրանք պետք է կատարի հստակ ծրագրային հենքով, այդ թվում՝ նաև պետբյուջեով, ռազմավարական փաստաթղթերով։ Դրանցից հիմնականը աղքատության հաղթահարումն է, զբաղվածության ապահովումը և այլն։
Ինչքան էլ քարոզենք մեկ–երկու դրվագային ձեռքբերում, փորձենք դրա մասին բարձրաձայնել, տարբեր փաթեթավորումներով ներկայացնել, միևնույն է՝ աղքատ մարդու սառնարանում, եթե, իհարկե, ունի, չի ավելանում սննդամթերքի քանակն ու տեսակը, իսկ գրպանում՝ գումարը։
