«Կացնային» քաղաքականության հետևանքները
POLITICSՔանիցս անդրադարձել ենք այն փաստին, որ ՀՀ իշխանությունները լուրջ ռազմավարություն են մշակել համայնքների ղեկավարների նկատմամբ:
Մասնավորապես նշել էինք, որ, մեր տեղեկություններով, ներքին հանձնարարական է իջեցվել՝ ամեն կերպ ազատվել չենթարկվող, «թրի տակով չանցնող» համայնքապետներից։
Նշենք, որ գլխավորապես դրանք այն համայնքապետներն են, որոնք ընտրվել են նախկին իշխանությունների օրոք։
Օրերս Լոռու մարզպետ Անդրեյ Ղուկասյանը բացահայտ ի ցույց դրեց իր վերաբերմունքը Ալավերդու քաղաքապետ Սասուն Խեչումյանի նկատմամբ։
Աշխատանքային այցով գտնվելով Ալավերդիում՝ մարզպետը մասնակցել է քաղաքում կատարվող ճանապարհաշինական աշխատանքներին և դրանք համարել անորակ՝ հավելելով, որ այն չի կարող ընդունվել որպես կատարված աշխատանք, ինչի արդյունքում չի լինի նաև համապատասխան շինաշխատանքների դիմաց վճարում։
Մարզպետը բացահայտ ակնարկել է, որ դժգոհ է քաղաքապետի աշխատանքից, նշել, թե նա նախկին իշխանությունների կողմից կաշկանդված անձնավորություն է և չի կարողանում պատշաճ կերպով ինքնուրույն գործունեություն ծավալել։
Ի դեպ, հավելենք, որ Խեչումյանը մինչև քաղաքապետ ընտրվելը Լոռու նախկին մարզպետ Արթուր Նալբանդյանի՝ Ալավերդու քաղաքապետ եղած տարիներին աշխատել է որպես քաղաքապետարանի իրավաբան, այնուհետև, Նալբանդյանի մարզպետ աշխատած տարիներին, տեղափոխվել և իր գործունեությունն է ծավալել մարզպետարանում. 2013 թվականից եղել է տարածքային կառավարման նախարարության կոլեգիայի անդամ, իսկ 2016-ից՝ տարածքային կառավարման և զարգացման նախարարին կից գործող հասարակական խորհրդի անդամ։
Այս ամենը հաշվի առնելով՝ հասկանալի է, թե ում և ինչ կաշկանդվածության մասին է ակնարկել Ղուկասյանը։
