Այն փաստը, որ դեռ նախորդ իշխանությունների օրոք սկսված համայնքային խոշորացման գործընթացը դժգոհություններով է ընդունվել մարզային բնակչության կողմից, արդեն գրեթե ապացուցման կարիք չունի, քանի որ, ինչպես նշում են բնակիչները, այդ կերպ շատ գյուղեր բառացիորեն մահանում են, պետության կողմից պատշաճ հատկացումներ ու համապատասխան վերաբերմունք չի ցուցաբերվում։

 Ասվածի վառ օրինակ են ներկայումս խոշորացված մի շարք համայնքներում տիրող անհավասարաչափ պատկերն ու բնակչության շրջանում առկա դժգոհությունը։ 

Սակայն, ինչպես ցույց են տալիս ներկայիս գործընթացները, օրվա իշխանությունները շարունակում են նախկին իշխանությունների՝ խոշորացման ծրագրերը կյանքի կոչել։ 

«Փաստ» թերթի տեղեկություններով՝ իշխանությունները լայն թափով լծված են համայնքային խոշորացման գործընթացի նոր փուլի նախապատրաստմանը, չնայած ժամանակին՝ դեռևս ընդդիմադիր պատգամավոր Նիկոլ Փաշինյանը ԱԺ ամբիոնից բավականին լուրջ քննադատում էր այդ նախաձեռնությունը՝ հայտարարելով, որ այդ քայլով «գյուղերը տանում ենք ամայացման ու մահացման»։ 

Ոլորտի մասնագետները փաստում են, որ սա նաև իշխանությունների (թե՛ նախորդ, թե՛ ներկայիս) համար համայնքային մոբիլիզացիայի յուրահատուկ տարբերակ է, որպեսզի կարողանան հեշտ կառավարել մարզային սեգմենտը։ 

Թերթին տեղեկություններ են հասել, որ այս գործընթացին նոր թափ հաղորդելը նաև պայմանավորված է այն հանգամանքով, որ ներկայումս փոքր համայնքներում գործող իշխանություններն անմիջական ազդեցություն քիչ ունեն. հիմնական կադրերը նախկին համակարգի ներկայացուցիչներ են։

 Ավելին, իշխանության ներկայացուցիչներից մեկն իր հարցազրույցներից մեկում փաստել է, որ հարցի լուծման համար համայնքների միավորումն այլընտրանք չունի:
