Այս իրավիճակը բարձրացնում է Հայաստանի տարածաշրջանային կարեւորությունը

«Ժամանակ» թերթը զրուցել է Տարածաշրջանային հետազոտությունների կենտրոնի ղեկավար, քաղաքագետ Ռիչարդ Կիրակոսյանի հետ:
Պարոն Կիրակոսյան, ռուսական ինքնաթիռի խոցումը Թուրքիայի կողմից արդյոք դիտավորություն էր , թե՞ ինչպես ռուսական կողմն է պնդում ծրագրված էր ԱՄՆ–ի եւ ՆԱՏՕ–ի կողմից։
Թուրքիայի կողմից ռուսական ուղղաթիռը խոցելու որոշումը հնարավոր է բացատրել, եթե այս միջադեպը դիտարկենք ավելի լայն կոնտեքստում, այլ խոսքով, սա Թուրքիայի կողմից օտար ռազմական ուղղաթիռների խոցման առաջին դեպքը չէր։ Սա վերջինն էր այլ միջադեպերից միայն։ Ռուսական ուղղաթիռը խոցելու Թուրքիայի որոշումը փորձ էր ընդգծել ՆԱՏՕ-ի անվերապահ աջակցությունն իր գործողություններին, եւ այո, սա նշանակում է մեկ այլ լարված ուղղություն Ռուսաստանի, ՆԱՏՕ-ի եւ արեւումուտքի միջեւ։
Հաշվի առնելով առկա լարվածությունը, ձեր կարծիքով, ինչպես կզարգանան իրադարձություններն առաջիկայում։
Իրադարձություններին հայկական տեսանկյունից դիտարկելիս ես շատ ուրախ եմ։ Ուրախ եմ, որ Մոսկվայի եւ Անկարայի միջեւ չափազանց սերտ գործակցությունն այլեւս անցյալում է։ Այդ հարաբերությունները հենվում էին Պուտինի եւ Էրդողանի անձնական մտերմության վրա, իսկ հայկական տեսանկյունից սա դրական զարգացում է։ Բայց կարծում եմ, որ հակամարտությունն ու դիմակայությունն ավելի շատ դիվանագիտական, տնտեսական հետեւանքներ կունենա, եւ խնդիրը ռազմական բախման չի հասնի։
Ստեղծված վիճակում ձեր կարծիքով ինչ կարող է, եւ պետք է անի պաշտոնական Երեւանը։
Ես աջակցում եմ Հայաստանի արտաքին գործերի նախարարի հայտարարությունը ռուսական ուղղաթիռի հետ կապված։ Այս իրավիճակը բարձրացնում է Հայաստանի տարածաշրջանային կարեւորությունը, որպես ռեգիոնի շատ քիչ կայուն երկրներից մեկը, որը չի սպառնում իր հարեւաններից եւ ոչ մեկին, այդ թվում՝ Ադրբեջանին։ Հայաստանը պաշտպանվողի դերում է. միեւնույն ժամանակ միջազգային եւ տարածաշրջանային անվտանգության ապահովման կարեւոր մասնակից։ Ռուսական ուղղաթիռի հետ տեղի ունեցած միջադեպից հետո Հայաստանը շատ ավելի կարեւոր դեր է ստանում։
Լեռնային Ղարաբաղի կոնֆլիկտի վրա այս իրավիճակը կարո՞ղ որեւէ ձեւով անդրադառնալ, թե ոչ։
Ես ավելի շուտ կասեի ոչ։ Դժվար թե այս միջադեպն ուղղակի ազդի Ղարաբաղյան հակամարտության կարգավորման գործընթացի վրա։ Ռուսաստանն ավելի սերտ կսկսի համագործակցել Մինսկի խմբի իր ֆրանսիացի եւ ամերիկացի գործընկերների հետ։ Բայց կրկնեմ, որ ուղղաթիռի հետ տեղի ունեցած միջադեպը չեմ կարծում, որ ազդեցություն ունենա Ղարաբաղյան կարգավորման գործընթացի վրա»:
