Գյումրիում մեկնարկում է անօթևան ընտանիքների «Բնակարանի գնման վկայագիր» ծրագրի երկրորդ փուլը

Գյումրիում անօթևանության խնդրի լուծման՝ «Բնակարանի գնման վկայագիր» ծրագրի երկրորդ փուլի մեկնարկն արդեն տրված է: Թեև ՀՀ կառավարությունն արդեն ծրագրի մեկնարկի մասին որոշում է կայացրել, սակայն Շիրակի մարզպետարանը դեռ որոշումը չի ստացել: Միայն սա է պատճառը, որ շահառուները դեռ չեն ծանուցվել դրա մասին:
Այս մասին տեղեկացրեց Շիրակի մարզպետարանիքաղաքաշինության վարչության պետ Ալբերտ Մարգարյանը՝ փաստելով, որ մարզպետարանը ծրագրի առաջին փուլից դեռ ունի տնտեսված գումարներ, որոնց շրջանակում մինչև տարեվերջ կիրականացվի ծրագիրը, իսկ հաջորդ տարի ծրագրի շարունակության համար գումար կհատկացվի ՀՀ բյուջեից:
«Ծրագրի առաջին փուլից տնտեսվել է 86 մլն դրամ: Այս գումարը կբաշխվի` կախված սենյակների քանակից,: Ասել, թե այս գումարի շրջանակում 10, թե 14 ընտանիք կգնի բնակարան, այս պահին չեմ կարող»,-նշեց Ալբերտ Մարգարյանը՝ ավելացնելով, որ հաջորդ տարվա համար ծրագրի շահառու ճանաչված մյուս ընտանիքներին ևս գումար կհատկացվի:
Ծրագրի առաջին փուլի շրջանակում 223 ընտանիքի տրամադրվել է բնակարանի գնման վկայագիր, նրանցից 207-ը ձեռք է բերել բնակարան, 16 վկայագիր մարվել է: Այս ընտանիքները կա՛մ չեն ներկայացել Շիրակի մարզպետարան՝ ծրագրին մասնակցելու համար, կա՛մ չեն գտել հարմար բնակարան: Ի դեպ, ծրագրի առաջին փուլի տնտեսված գումարների հաշվին մինչ այս մարզում բնակարան ձեռք բերելու նպատակով վկայագրեր ստացել էին նաև 9 և ավելի երեխա ունեցող ընտանիքները: Ինչ մնում է մարզի գյուղական համայնքերի անօթևանության խնդրի լուծման համար ծրագրի մեկնարկին, մարզպետարանի քաղաքաշինության վարչության պետը նշեց, որ այս պահին դեռ որոշում չկա:
«Բնակարանի գնման վկայագիր» պետական ծրագիրը, որի նպատակը Գյումրիում անօթևանության խնդրի լուծումն է, նպաստում է նաև քաղաքում մեկ այլ՝ քաղաքը տնակներից ազատելու խնդրի լուծմանը: Ըստ ծրագրի, բնակիչն առք ու վաճառքի պայմանագիրը կնքելուց հետո ստանում է վկայագիր եւ հատկացված գումարի միայն 60 տոկոսը: Գումարի մնացած 40 տոկոսը տրվում է, երբ ընտանիքները ներկայացնում են տնակների ապամոնտաժման վերաբերյալ փաստաթուղթ: Ծրագրի առաջին փուլով ազատվել է 134 տնակ:
