Ազգային ժողովում մեկնարկել է կառավարության հրավիրած արտահերթ նստաշրջանի հերթական նիստը:Գրանցվել է 104 պատգամավոր: Նիստի մեկնարկին նախ քվեարկության կդրվեն նախորդ օրը քննարկված հարցերը:

Հունիսի 23-ի նիստում պատգամավորները շարունակել են քննարկել ՀՀ եւ Վերակառուցման եւ զարգացման միջազգային բանկի միջեւ 2015 թվականի ապրիլի 8-ին ստորագրված «Սոցիալական ներդրումների եւ տեղական զարգացման ծրագիր» վարկային համաձայնագիրը, որով  նախատեսվում է 25 տարի մարման ժամկետով ստանալ 30 մլն ԱՄՆ դոլար գումարի չափով վարկ` համայնքային եւ միջհամայնքային ենթակառուցվածքի որակի, օգտագործման եւ հուսալիության բարելավման նպատակով:

Երկրորդ ընթերցմամբ քննարկվել է «Հեռուստատեսության եւ ռադիոյի մասին» Հայաստանի Հանրապետության օրենքում փոփոխություններ կատարելու մասին» օրենքի նախագիծը:

ՀՀ տրանսպորտի եւ կապի առաջին տեղակալ Արթուր Առաքելյանը ներկայացրել է Հայաստանի Հանրապետության եւ Եվրասիական զարգացման բանկի միջեւ 2015 թվականի ապրիլի 14-ին ստորագրված «Հյուսիս-Հարավ» ավտոճանապարհային միջանցքի շինարարության (4-րդ հերթ) նախագծի ֆինանսավորման համար Եվրասիական տնտեսական ընկերակցության հակաճգնաժամային հիմնադրամի միջոցներից ներդրումային վարկի տրամադրման մասին» համաձայնագիրը: Համաձայնագրով նախատեսվում է Հայաստանի Հանրապետությանը տրամադրել վարկ 150 միլիոն ԱՄՆ դոլար՝ Հյուսիս-հարավ ճանապարհային միջանցքի ներդրումային ծրագրի իրականացման շրջանակներում

Երրորդ ըներցումով քննարկվել է «ՀՀ Տավուշի մարզի Դիլիջան քաղաքային համայնքի եւ հարակից տարածքների զարգացման եւ ներդրումների խրախուսման մասին», «Քաղաքաշինության մասին» ՀՀ օրենքում փոփոխություն կատարելու մասին» եւ «Տեղական ինքնակառավարման մասին» ՀՀ օրենքում լրացում կատարելու մասին» օրենսդրական փաթեթը, որը ներկայացրել է ՀՀ տարածքային կառավարման կառավարման եւ արտակարգ իրավիճակների նախարարի առաջին տեղակալ Վաչե Տերտերյանը:

ՀՀ էներգետիկայի եւ բնական պաշարների նախարարի տեղակալ Արեգ Գալստյանը քննարկման է ներկայացրել «ՀՀ եւ Վերակառուցման եւ զարգացման միջազգային բանկի միջեւ 2015 թ. ապրիլի 8-ին ստորագրված «Էլեկտրահաղորդման ցանցի բարելավման ծրագիր» վարկային համաձայնագիրը: Վերակառուցման եւ զարգացման միջազգային բանկը 25 տարի մարման ժամկետով Հայաստանին կտրամադրի 52 մլն ԱՄՆ դոլար գումարի չափով վարկ՝ բարելավելու էլեկտրահաղորդման ցանցի եւ համակարգի կառավարման հուսալիությունը:

Արեգ Գալստյանի ներկայացմամբ՝ երրորդ ընթերցմամբ քննարկվել է «Ողջիի, Փխրուտի, Արծվանիկի պոչամբարներում կուտակված եւ կուտակվող, ինչպես նաեւ «Զանգեզուրի պղնձամոլիբդենային կոմբինատ» ՓԲԸ գործունեության արդյունքում գոյացած եւ գոյացող արտադրական լցակույտերի մշակման ներդրումային ծրագրի մասին» օրենքի նախագիծը:

Այնուհետեւ խորհրդարանը քննարկել է «ՀՀ ԱԺ տնտեսական հարցերի մշտական հանձնաժողովին մշտադիտարկում /մոնիթորինգ/ իրականացնելու հնարավորություն տալու մասին» ԱԺ որոշման նախագիծը, որի հեղինակներն են պատգամավորներ Արմեն Ռուստամյանը, Ռուբիկ Հակոբյանը, Աղվան Վարդանյանը, Թեւան Պողոսյանը, Արծվիկ Մինասյանը, Էդմոն Մարուքյանը, Միքայել Մելքումյանը եւ Արմեն Բաբայանը: Առաջարկվում է ի գիտություն ընդունել «Հայաստանի Հանրապետության գազամատակարարման գործունեությունն ուսումնասիրող Ազգային ժողովի ժամանակավոր հանձնաժողովի» եզրակացությունը եւ Ազգային ժողովում դրա քննարկման ընթացքում ներկայացված առաջարկությունները:
