«Իրազեկ քաղաքացիների միավորումը» լրագրողների համար դեկտեմբերի 14-15-ն Աղվերանում կազմակերպել էր 2-օրյա սեմինար-քննարկում «Արտաքին քաղաքականություն և լուսաբանում. Ղարաբաղյան հարցի կարգավորումը» խորագրով։ Այս մասին հայտարարությունը տեղադրված էր հենց կազմակերպության ֆեյսբուքյան էջին:

«Իրազեկ քաղաքացիների միավորում» ՀԿ հիմնադիր, ծրագրերի համակարգող, Հանրային խորհրդի անդամ Դանիել Իոաննիսյանն ամփոփելով միջոցառման արդյունքները՝ ֆեյսբուքյան իր էջում գրել էր.

Չհրապարակելու պայմանով՝ լրագրողները բազմաթիվ մանրամասներ իմացան արտաքին քաղաքականության տրամաբանության փոփոխությունից, անվտանգության հետ կապված որոշումների կայացման տրամաբանությունից և Արցախյան կարգավորման նուրբ մանրամասներից:

Բնականաբար, չեմ կարող պատմել, թե ինչ ենք քննարկել, բայց կարող եմ վստահաբար պնդել, որ չկա ավելի մեծ սուտ, քան «այս իշխանությունն Արցախում հող է հանձնում» թեզը, և ավելի մեծ ցինիզմ, քան, մասնավորապես, ՀՀԿ-ականների կողմից այդ թեզի շրջանառումը:

Հ.Գ. Սա մեր կազմակերպած նման ֆորմատի արդեն 9-րդ միջոցառումն է (վերջին 5 տարում)»։

«Արցախյան հակամարտության թեմայով փակ քննարկում» ձևակերպումը և այդ միջոցառմանը ԱԳ նախարարի մասնակցությունն ու քննարկումը չհրապարակելու գաղտնիությունը հասարակական ու լրատվական տարբեր շրջանակներում իրարամերժ գնահատականների արժանացան. եղան հարցադրումներ, թե ի՞նչ սկզբունքով են ընտրվել մասնակիցները:

168.am-ն   այս հարցերը հղել է ԱԳՆ խոսնակ Աննա Նաղդալյանին՝ հաշվի առնելով, որ ԱԳՆ-ն եղել է միջոցառման մասնակից կողմ, և քննարկման թեման չափազանց զգայուն է եղել:

Մեր հարցերին՝ արդյո՞ք «արտաքին քաղաքականության տրամաբանության փոփոխության, անվտանգության հետ կապված որոշումների կայացման տրամաբանության և Արցախյան կարգավորման նուրբ մանրամասների» մասին լրագրողներին հայտնելու համար ԱԳՆ-ին բավարար է եղել «չհրապարակելու պայմանը» (Դանիել Իոաննիսյանի գրառումից), և, ի վերջո, քննարկումը փա՞կ է եղել, թե՞ գաղտնի, քանի որ Դ. Իոաննիսյանը նշել էր. «Բնականաբար, չեմ կարող պատմել, թե ինչ ենք քննարկել, բայց կարող եմ վստահաբար պնդել, որ չկա ավելի մեծ սուտ, քան «այս իշխանությունն Արցախում հող է հանձնում» թեզը, և ավելի մեծ ցինիզմ, քան, մասնավորապես, ՀՀԿ-ականների կողմից այդ թեզի շրջանառումը», Աննա Նաղդալյանը պատասխանել է.

«ԱԳՆ-ում արդեն իսկ տասնամյակներ գործում է արտաքին քաղաքական տարբեր թեմաների շուրջ փակ հանդիպումներ անցկացնելու մշակույթ՝ խորհրդարանական հարթակի անդամների, հայաստանյան և օտարերկրյա փորձագիտական շրջանակների ներկայացուցիչների, ԶԼՄ խմբագիրների և լրագրողների հետ:

Այդ հանդիպումներն անցկացվում են «Չաթըմ Հաուզ» կանոններով, որոնց ժամանակ ԱԳ նախարարի կողմից պատասխանվում են արտաքին քաղաքականության վերաբերյալ հարցերին՝ հրապարակմանը ոչ ենթակա առավել բաց ձևաչափով: Սա ենթադրում է, որ առավել հանգամանալից և փորձագիտական մակարդակով պարզաբանվում են արտաքին քաղաքականության արդեն իսկ արտահայտված դիրքորոշումները: Նման հանդիպումների առաջարկները դիտարկվում են առանց որևէ խտրականության, և ԱԳՆ-ն բաց է համագործակցության շահագրգիռ շրջանակների հետ:

Այս տեսակետից տարակուսելի է, որ այս հանդիպման փաստը հարուցել է որոշ շրջանակների արձագանքներ, այն պարագայում, որ այդ նույն շրջանակների ներկայացուցիչներն արտաքին քաղաքականության վերաբերյալ բաց և փակ ձևաչափով իրենց հանդիպումները գերադասում են անցկացնել առանց ԱԳՆ մասնակցության: Հավելեմ, որ ԱԳՆ-ն ստանում է բազմաթիվ հայտեր՝ անցկացնելու նման ձևաչափով հանդիպումներ, և հնարավորության դեպքում ապահովում է պատշաճ մասնակցություն»:
