Այսօր հեղափոխական իշխանությունները չափից դուրս շատ են քննադատվում պետական պարտքի բեռի շեշտակի ավելացման համար: Ընդդիմադիր Նիկոլ Փաշինյանը մշտապես բացասաբար է արձագանքել նախորդ իշխանությունների կողմից պարտքով ապրելուն, մինչդեռ այսօր հենց ինքն է ինտենսիվորեն ավելացնում արտաքին պարտքը: Սակայն խնդիրը, ինչպես ասում են, մեկ օրում չէ, որ ի հայտ է եկել: Արտաքին պարտքի ճնշման հարցը հետապնդել է ՀՀ բոլոր ղեկավարներին: Դիցուք՝ Ռոբերտ Քոչարյանից շուրջ երեք տարի պահանջվեց բյուջետային պարտքերի հարցը լուծելու համար։ Դա հնարավոր եղավ առաջին հերթին բյուջեի եկամուտների ավելացման հաշվին։ Եթե 1997թ. դրանք ընդամենը 126 մլրդ դրամ էին, ապա արդեն հաջորդ տարի հասան 168 միլիարդի։ Այս գումարների գերակշիռ մասն ապահովվեց ներքին տնտեսությունից հավաքվող եկամուտների հաշվին։
 
Աճը մեկ տարվա ընթացքում կազմեց շուրջ 30 մլրդ դրամ կամ նախորդ տարվա ցուցանիշը գերազանցվեց 30 տոկոսով։ Բյուջետային եկամուտների աճի դինամիկան պահպանվեց նաեւ հաջորդ տարիներին՝ 10 տարվա ընթացքում ավելանալով ավելի քան 5 անգամ։ Փոխվել էր պետական բյուջեի եկամուտների կառուցվածքը։ Դրանց հիմնական աղբյուրը ներքին հարկային մուտքերն էին, որոնք 10 տարվա ընթացքում աճել էին ավելի քան 6 անգամ։ Սա ապահովվել է ինչպես տնտեսական աճի, այնպես էլ ստվերի կրճատման կամ հարկային վարչարարության բարելավման հաշվին։ Քոչարյանը Տեր-Պետրոսյանից ժառանգել էր ՀՆԱ-ի 46-տոկոսանոց պարտք։ 2008-ին, երբ նա թողել էր պաշտոնը, ՀՆԱ-ի ընդամենը 13 տոկոսն էր կազմում Հայաստանի Հանրապետության արտաքին պարտքը։ 2008-ին Հայաստանի պետական պարտքը եղել 1,9 մլրդ դոլար, 2018-ին հասել է 6,9 մլրդ դոլարի: Սարգսյանը պետական պարտքը ավելացրել է 5 մլրդ դոլարով: Միջինը 10 տարվա ընթացքում օրական պետական պարտքը ավելացել է 1,3 մլն դոլարով:
 
 
Անդրադառնալով ՀՀ արտաքին պարտքի ցուցանիշներին՝ Նիկոլ Փաշինյանը մշտապես ասում է, որ իշխանափոխությունից հետո այն նվազել է։ Բնականաբար, ոչ մի խոսք ՀՀ ընդհանուր պարտքի ցուցանիշի մասին նա չի ասել։ Մինչ արտաքին պարտքի նվազմանը անդրադառնալը, նախ տեղեկացնենք, որ ՀՀ ընդհանուր պետական պարտքը ընդամենը մեկ ամսվա ընթացքում աճել է մոտ 51 մլն դոլարով և կազմել 6 մլրդ 985 մլն դոլար։ Մասնավորապես, եթե արտաքին պարտքն այդ նույն ընթացքում նվազել է 42 մլն դոլարով, ապա ներքին պարտքն աճել է 93 մլն դոլարով։ 2019 թվականի հունվարի 1-ի դրությամբ Հայաստանի պետական պարտքը կազմել է 6,923 մլրդ դոլար (3,349 տրլն դրամ)՝ դանդաղեցնելով տարեկան աճի տեմպը 14% -ից մինչև 2.2%, ինչը պայմանավորված է արտաքին պարտքի աճի` 14.3%-ից մինչև 0,7%, և ներքին պարտքի աճի `12,6% -ից մինչև 8,6%, զգալի դանդաղմամբ:
