Անցնում են համայնքների ղեկավարների անուղղակի ընտրության
POLITICSԻնչպես հայտնի է, Հայաստանում համայնքի ղեկավարի անուղղակի, այսինքն՝ համամասնական ընտրակարգով ավագանու ընտրություններ անցկացվում են միայն Երևանում, Գյումրիում և Վանաձորում:
Ընտրություններից հետո ավագանին իր կազմից ընտրում է համայնքի ղեկավար: Մնացած համայնքներում անցկացվում է ղեկավարի ուղղակի ընտրություն: Եվ ահա, իշխանությունները որոշել են փոփոխություններ կատարել այս ոլորտում:
Ըստ այդմ, հանրային քննարկման է ներկայացվել համապատասխան օրենքներում փոփոխություններ կատարելու մասին օրենսդրական փաթեթի նախագիծ, որով մասնավորաբար առաջարկվում է «4 000-ից ավելի ընտրող ունեցող, ինչպես նաև մինչև 4000 ընտրող ունեցող բազմաբնակավայր համայնքներում կատարել անցում համայնքի ավագանու ընտրության համամասնական ընտրակարգի»:
Ի դեպ, այս նախագծի հետ կապված՝ մասնագիտական շրջանակներում արդեն իսկ կարծիք կա, որ իշխանություններն այս քայլին գնում են՝ հաշվի առնելով անցած մեկուկես տարում ՏԻՄ ընտրություններում իրենց ունեցած ձախողումները, քանի որ տեղերում չունեն այնպիսի անհատներ, որոնք հեղինակություն ու վարկանիշ ունենան հանրության շրջանում:
Ի դեպ, «Փաստի» տեղեկություններով, քննարկվում է նաև այս փաթեթից հետո նոր նախաձեռնություն ներկայացնելու հարցը, որով կվերացվի նաև, այսպես կոչված, «ռեյտինգային» ընտրակարգը, այսինքն՝ ԱԺ ընտրությունները նույնպես անցկացնել մաքուր համամասնական ընտրակարգով:
