ՀՀ-ում առաջիկա օրերին տեղի կունենա համամպետական լուրջ իրադարձություն, որը պետության հասարակական-քաղաքական կյանքում կունենա լուրջ դերակատարություն: Խոսքը դեկտեմբերի 6-ին կայանալի Սահմանադրական փոփոխությունների հանրաքվի մասին է:
Ներկայացված փաստաթղթին կան դեմ արտահայտվողներ, ովքեր իրենց մտավախություններն ու կասկածներն ունեն հանրաքվեի վերաբերյալ:
Սահմանադրական փոփոխության փաստաթղթին դեմ արտահայտվողները ներկայացնում են իրենց համար վիճարկելի և խնդրահարույց այն թեզիսները, որոնք, ըստ իրենց, հղի են ինչ-ինչ ենթատեքստերով: Առանձնացնեքն շահարկվող կետերից մեկը. ըստ փաստաթղթին դեմ արտահայտվողների` նախագծով ամրագրված ԱԺ-ի ընտրական համակարգը տանում է դեպի միակուսակցական համակարգ:
Նշվածի վերաբերյալ հարկ է ընգծել, որ ինչպես վերջին, այնպես էլ դրան նախորդած խորհրդարանական ընտրությունների ժամանակ համամասնական համակարգով մանդատների բաշխմանը մասնակցել է առնվազն հինգ կուսակցություն: Դա այն դեպքում, երբ մեծամասնական համակարգով մանդատներ ստացել է երկու-երեք կուսակցություն:
Այստեղից կարելի է անել պարզ հետևություններ. նոր մոդելով առաջարկվող 100 տոկոսանոց համամասնական ընտրական համակարգը ոչ միայն չի կարող հանգեցնել միակուսակցական համակարգի, այլ հակառակը` պառլամենտում կապահովի մի քանի կուսակցություների ներկայությունը:
Շահարկումների շարքից է նաև այն դրույթը, ըստ որի, Ընտրական օրենսգիրքը պետք է երաշխավորի կայուն խորհրդարանական մեծամասնության ձևավորմանը: Իրականում դա նշանակում է` երաշխավրվում է, որ որևէ կուսակցություն կամ դաշինք պետք է ունենա պատգամավորական տեղերի 50 տոկոսից մի փոքր ավելին (միջազգային պրակտիկայում այդ թիվը չպետք է գերազանցի 54 տոկոսը):
Ինչ վերաբերվում է ընտրությունների երկրորդ փուլին, ապա այն կարող է անցկացվել միայն այն դեպքում, երբ ընտրության արդյունքով կամ կոալիցիա կազմելու միջոցով կայուն պառլամենտական մեծամասնություն չի ձևավորվում:
Հավելենք, որ ՀՀ պառլամենտական պրակտիկայում գրեթե անհավանական է, որ 100 տոկոս համամասնական համակարգում որևէ կուսակցություն չի կարող միայնակ ստանալ բոլոր պատգամավորական մանդատներ: Ասել է թե՝ առավել հավանական է կոալիցիոն մեծամասնության ձևավորումը: Տվյալ դեպքում դարձյալ խոսք չկա միակուսակցական համակարգի մասին:
