Բանակցային սեղանին դրված է, այսպես կոչված, «փուլ առ փուլ» տարբերակը: Այս մասին այսօր` դեկտեմբերի 23-ին, ասաց քաղաքական գործիչ Դավիթ Շահնազարյանը Ոսկանապատ» վերլուծական կենտրոնի համաժողովում` նշելով,  որ այն կա, չնայած, որ իշխանությունները ժխտում են դա:

 

«Դա ոչ միայն  Ադրբեջանի պաշտոնյաներն են ասել, սա ասվել է ԱՄՆ կողմից, ասվել է ՌԴ կողմից: Իսկ սա նշանակում է, որ կարգավիճակի հարցը դրվում է մի կողմ, ընդհանուր  համնաձայնությամբ առաջ է քաշվում որոշակի քանակությամբ տարածքներ հանձնելը, և բացարձակ կարևոր չէ, թե խոսքը մեկ-երկու կամ երեք շրջանի մասին է: Սա այն հարցն է, ինչը դրված է բանակցային սեղանին և քննարկվում է: Կա փաստաթուղթ. Հայաստանից բացի, բոլորն ասում են, որ կա, բայց դա ստորագրած փաստաթուղթ չի, սակայն փաստաթուղթ է»,- ասաց նա:

 

Նա նշեց, որ նաեւ շատ մեծ տարբերություններ, խզում կան Ռուսաստան-Ադրբեջան ու Ռուսաստան-Հայաստան հարաբերություններում, և ոչ հօգուտ Հայաստանի:

 

«Եթե Ռուսաստանը փուլային տարբերակի նախաձեռնողն է, ապա պետք է ցույց տանք, որ ներկայիս իշխանությունները բանակցություններ վարելիս ներկայացնում են միայն իրենք իրենց, պետք է ցույց տալ ռազմավարական գործընկերոջը, որ եթե նման պայմանավորվածություն են ձեռք բերում Հայաստանի իշխանության հետ, դա իրագործվելու որևէ հնարավորություն չկա: Ներկայիս իշխանությունների ձեռագիրը չափազանց պարզ է, իրենք արդեն սկսել են այդ քննարկումները, սա փաստ է, որքան էլ իրենք ուզում են հերքել»,- ասաց նա:

 

Ըստ Շահնազարյանի՝ Հայաստանի իշխանությունների նպատակն է՝ Արցախում ձևավորել իրենց ամբողջապես ենթակա իշխանություն, որոնք նույնպես համաձայնություն կտան այս՝ փուլ առ փուլ տարբերակին:

 

«Դրանից հետո իրագործվումն է մեզ բոլորի համար անընդունելի բանաձեւըմ որ ցանկացած լուծում պետք է ձեռնտու լինի Հայաստանին, Արցախին եւ Ադրբեջանին: Ակնհայտ է, որ ռազմական գործողությունների վտանգն էապես մեծացել է Ադրբեջանի կողմից, ես չեմ ասում, որ վաղը կարող է պատերազմ սկսվի, բայց կարող  է սկսվել ցանկացած պահի: Ինձ համար ակնհայտ է, որ այդ դեպքում պետք է ուղղակի անընդունելի լինի, որպեսզի այս իշխանությունը ղեկավարի այդ գործողությունը»,- հավելեց նա:
