Դուք քաջատեղյակ եք արդբեջանաղարաբաղյան հակամարտության կարգավորման գործընթացին, եւ դրա շուրջ ծավալվող զարգացումներին, ինչը տարբեր հարթակներում լուրջ քննարկումների եւ երբեմն նաեւ շահարկումների առիթ է դառնում: Այս մասին, այսօր՝ դեկտեմբերի 23-ին, Հայաստանի եւ Արցախի անվտանգություն խորհուրդների համատեղ նիստում իր ելույթում նշեց Արցախի նախագահ Բակո Սահակյանը:

Նա, մասնավորապես, նշել է. «Դա ինչ-որ տեղ դա բնական է, քանի որ ադրբեջանաղարաբաղյան հակամարտության կարգավորումը ոչ միայն վճռորոշ գործոն է Հայոց պետականության եւ հայ ժողովրդի ներկայի եւ ապագայի համար, այլ նաեւ տարածաշրջանային եւ նույնիսկ համաշխարհային քաղաքականության կարեւորագույն խնդիրներից է:

Հաշվի առնելով հարցի կարեւորությունը՝ ուզում եմ մեկ անգամ եւս կանգ առնել հակամարտության կարգավորմանն առնչվող մի շարք կետերի վրա: Պաշտոնական Ստեփանակերտի մոտեցումները մնում են անփոփոխ: Մենք կողմակից ենք ԵԱՀԿ Մինսկի խմբի շրջանակներում հակամարտության խաղաղ կարգավորմանը, բանակցային գործընթացի բոլոր փուլերին Արցախի Հանրապետության լիարժեք մասնակցությանը:

Մեզ համար ողջունելի են պաշտոնական Երեւանի քաղաքականությունն ու քայլերն ադրբեջանաղարաբաղյան հակամարտության բանակցային գործընթացի լիարժեք ձեւաչափը վերականգնելու ուղղությամբ: Իհարկե, մենք իրատես ենք եւ հասկանում ենք, որ լիրարժեք ձեւաչափի վերականգնումը բարդ ու ժամանակատար գործընթաց է: Հայոց դիվանագիտության կարեւորագույն առաջադրանքներից է Արցախի, որպես աշխարհաքաղաքական ինքնիշխան գործոնի եւ սուբյեկտի, կարգավիճակի պահպանման անհրաժեշտությունը, ինչն իր հերթին ընդլայնում է ճկուն քաղաքականություն վարելու մեր հնարավորությունները:

Այս ամենը լավ գիտակցում է նաեւ մեր հակառակորդը՝ դիմելով տարբեր մանիպուլյատիվ հնարքների: Այդ շարքին են դասվում, մասնավորապես, այսպես կոչված, ադրբեջանական համայնքի որպես առանձին սուբյեկտի շահարկումը եւ չդադարող քայլերն այն բանակցային գործընթացի մեջ խցկելու ուղղությամբ: Սրանով նրանք փորձում են խոչընդոտել լիարժեք ձեւաչափի վերականգնումը եւ զուգահեռ Արցախի անկախ ու կայացած պետություն լինելու փաստն իրականությունից տեղափոխել վիրտուալ տիրույթ:

Բնական է, որ այդ բոլոր փորձերը մենք պետք է չեզոքացնենք՝ փոխադարձաբար իրար լրացնելով եւ անելիքները ճիշտ բաշխելով: Դիվանագիտական ճակատում եւ բանակցություններում մեր հաջողությունների հիմնական գրավականներից է ուժեղ եւ մարտունակ զինված ուժերի առկայությունը, մեր ռազմավարական գործընկերների հետ բարեկամական կապերի ընդլայնումն ու խորացումը, փոխլրացման արտաքին քաղաքականության վարումը:

Ինչ վերաբերում է ադրբեջանաղարաբաղյան հակամարտության վերջնական կարգավորմանը, ուզում եմ մեկ անգամ եւս ընդգծել, որ մեզ համար չի կարող լինել վերադարձ անցյալին՝ լինի դա կարգավիճակի, թե սահմանների առումով: Կարգավորման որեւէ տարբերակ չի կարող վտանգի տակ դնել Արցախի Հանրապետության անվտանգությունը եւ նրա բնականոն կենսագործունեությունը: Սրանք այն նշաձողերն են, որոնք երբեք չպետք է իջեցվեն եւ այն կարմիր գծերը, որոնք երբեք չպետք է խախտվեն: Այս ամենից է մեծապես կախված եւ՛ Արցախի, եւ՛ Հայաստանի հուսալի ու կանխատեսելի ապագան»:
