Ի՞նչ գին կվճարեն երևանցիները Մարությանի խոստումների իրականացման դիմաց
SOCIETY«Արմենպրես»-ի հետ բացառիկ հարցազրույցում քաղաքապետ Հայկ Մարությանն ամփոփել է անցնող տարում կատարված աշխատանքները, նախանշել գործունեության նոր ուղղություններ: Մարությանը խոսել է նաև նախընտրական շրջանում երևանցիներին խոստացված մեգա-նախագծերից, ցավով պետք է փաստենք, որ դրանցից և ոչ մեկը, մինչ այս պահը, իրականություն չեն դարձել: Ինքը՝ Մարությանը, խոսեց թե՛ մետրոյի նոր կայարանի կառուցման, թե՛ նոր տրանսպորտային ցանցի ներդրման, թե՛ Նորքի զանգվածը քաղաքի կենտրոնին կապող ճոպանուղուց՝ թերևս հենց այս նախագծերն էլ կարելի է անվանել Մարությանի նոու-հաուները:
«Նորքի զանգվածը քաղաքի կենտրոնի հետ կապող տրանսպորտային միջոցի ստեղծման նպատակով մեր մասնագետները, գլխավոր ճարտարապետի հետ միասին, ուսումնասիրել են ավստրիական «Դոպելմայեր» ընկերության կողմից կազմված նախնական հաշվարկները: Ակնկալվում է, որ ֆինանսավորման աղբյուր կարող է լինել պետական երաշխիքով վարկի ներգրավումը: Այս ուղղությամբ տարվա ընթացքում քննարկումներ ենք ունեցել ՀՀ տարածքային կառավարման և ենթակառուցվածքների նախարարությունում: Ներկայումս ակտիվ բանակցություններ են ընթանում «Դոպելմայեր» ընկերության հետ: Կառուցման ժամկետները որոշակի կդառնան վերոհիշյալ աշխատանքների արդյունքներից կախված»,- հայտարարել է Մարությանը:
Սա այն նույն ընկերությունն է, որը 2018-ին նմանատիպ ճոպանուղի է կառուցել նաև Թբիլիսիի կենտրոնում, այդ նախագծի վերջնահաշվարկը կազմել էր 10 միլիոն դոլար: Դեռևս հասկանալի չէ՝ որքան կարժենա նման նախագծի իրականացումը Երևանի համար, օբյեկտիվորեն հաշվի առնելով նախագծերի միջև առկա տարբերությունները՝ սակայն, կարելի է ենթադրել, որ խոսքը մոտավորապես նույն գումարի մասին է: Ինչ վերաբերվում է մյուս նախագծերին, ապա, ինչպես երևում է, վերջիններիս դեպքում ևս ներդրողները հերթեր չեն կազմել քաղաքապետարանի դիմաց և հնարավոր է մի իրավիճակ, երբ օրինակ նույն մետրոյի կառուցման, տրանսպորտային ցանցի ներդրման համար նույնպես անհրաժեշտ լինի նոր վարկեր ներգրավել: Մետրոյի նոր կայարանների 1 կմ կառուցման գինը տատանվում է 50-100 մլն դոլարի սահմաններում, բնական է, եթե չգտնվի ներդրող և Մարությանն էլ չհրաժարվի իր հավակնոտ ծրագրից, ստացվում է նոր վարկային գծի ներգրավման անհրաժեշտություն է առաջանալու, իսկ այդ դեպքում՝ արդեն գործ ունենք ահռելի թվերի հետ:
Զարմանալի է թերևս այն, որ քաղաքային իշխանությունները չեն փորձում գտնել այլընտրանք, եթե չեն կարողանում դուրս գալ իրենց իսկ տված խոստումների տակից: Օրինակ, եթե մետրոյի կայարանի 1 կմ-ը արժե մոտ 100 մլն դոլար, ապա տրամվայի դեպքում՝ 1 կմ-ը, միջազգային չափորոշիչներով, ընդամենը 1,3 մլն դոլար է։ Փաստորեն, Երևանի քաղաքային իշխանություններն ընտրել են մի ճանապարհ, որը ոչ միայն ֆինանսական առումով ահռելի գումարներ է պահանջելու, այլև, հաշվի առնելով տվյալները, դժվար թե նպաստի երթևեկության և տրանսպորտի խնդրի լուծմանը, դեռ մի բան էլ պահանջելու է նոր վարկերի ներգրավում, ասել է թե՝ քաղաքապետը կկատարի իր խոստումները, սակայն ի՞նչ գնով…
